“We lose money when there is an outbreak, and when it ends, we forget about it and do nothing to prevent the next outbreak. It’s very petty and frankly difficult to understand.”

Tedros said that all countries should invest in preparedness capacities to prevent, detect and mitigate all types of emergencies, and called for increased primary health care.
