Anies’ full statement on Jakarta’s PSBB adjustment, listen up!

Jakarta, CNBC Indonesia – DKI Jakarta Governor Anies Baswedan announced the implementation of Large Scale Social Restrictions (PSBB) from September 14, 2020. Anies made this announcement in a press release at City Hall, Jakarta on Sunday (13 / 9/2020).

Good afternoon and best wishes to all.
Which I respect, fellow media, all levels of Forkopimda and the provincial government of DKI Jakarta.

This afternoon we will deliver some points about the PSBB implementation plan in DKI Jakarta province.

We realize that right now the entire community and all of us are still facing challenges that are not small related to Covid-19. And we at DKI Jakarta continue to make sure that all the measures we take are to ensure the safety of the citizens of Jakarta, the citizens of Indonesia and all those who carry out activities in this city.

We always defend the principles of transparency and openness, the principle of what is in the transmission of facts, from the beginning and we want all people to know exactly the situation and the challenges they face in their city. That way we have the same understanding, so that we can move forward well together.

Transitional PSBB ended a few days ago, we need extra time to formulate policies or detailed policies for PSBB from September 14, 2020, because there is an outbreak condition that is somewhat different from the above situation.

We realize that the Covid-19 outbreak is dynamic, there are times when the number of active cases is decreasing, there are times when the number of active cases increases and this shows that we must work together on the governmental side of testing, tracing, isolation and treatment. On the community side, wear masks, wash your hands regularly, keep your distance. This compactness is absolutely necessary.

Let me take this opportunity to tell you that there was a significant increase in cases in September. As of August 30, end of August, active cases in Jakarta 7960. At that time, we saw a decrease in the month of August of active cases in Jakarta.

But going from September to September 11 yesterday, the first 12 days increased by 3,864 cases, or about 49% compared to the end of August. And if we look at the range, from March 3 when the first positive cases were announced, to September 11, it was more than 190 days. Of the more than 190 days, the last 12 days of yesterday contributed 25% of the positive cases. Although those who recovered also contributed 23%. 14% died in the last 12 days. So in 190 days there are 12 days in which we see a very significant improvement.

That is why we feel the need to take additional measures to handle the Covid-19 case in Jakarta because since June 4 we have started to make a transition. Where activities that were not allowed initially have started to open up and socio-economic and cultural activities have started to move.

But as we witness the events of the past 12 days, we feel the need to toughen up so that we can control the movement of additional cases in Jakarta. Because if it is not controlled, the economic and sociocultural impact will be enormous. That is why we make a different formulation than that of yesterday’s transition. This different formulation means that we need more time and this afternoon, Alhamdulillah, we can pass it on together.

We must underline that massive testing is underway in Jakarta because our policy is to detect positive Covid-19 cases as early as possible. Thus, those who are exposed can perform isolation so as not to infect others. On the other hand, if those who are exposed have comorbidities or elderly people at risk, then we can isolate them in our health facilities.

1.49 million PCR tests have been performed throughout Indonesia. Jakarta has performed 732,000 more than the total number of tests in Indonesia. The massive test carried out aims to save the lives of the inhabitants of Jakarta.

In recent days, the death rate has increased. Although the death rate has decreased. The death rate means that the statistic, the percentage of deaths compared to the number of cases, has decreased, but the nominal number of people who have died has increased quite a bit.

That’s why we do a lot of testing. We hope to save more lives in Jakarta because that is our main task. If calculated according to the WHO standards in Jakarta, the test is more than four times higher than the WHO standard and we will continue to improve the test, even in the next two weeks, the trace will be done very significantly. This is an illustration that in the last 12 days we have faced quite a challenging problem, in the future there is a limitation for us to enter a different restriction phase than yesterday’s transition period.

The management of PSBB in Jakarta is regulated by three governors, Pergub No. 33 of 2020 regarding the implementation of PSBB established on April 9, 2020. Then, Pergub No. 79 2020 was enacted on August 19 regarding the implementation of disciplines of application of the law of health protocols. Then Pergub 88 of 2020 was enacted today September 13 regarding the Pergub 33 amendment.

In principle, during the PSBB period, which has been in force from April 10 until today, Jakarta still has the PSBB status. According to Permenkes PSBB, it is valid for 2 weeks and can be extended. In principle, as much as possible, stay home, do not travel except for urgent needs, except for essential business activities that are permitted.
