JAKARTA, KOMPAS.com – President Joko Widodo (Jokowi) asked his aides to immediately review the BLT disbursement for honorary staff. The honorary BLT is awarded by the government in an effort to reduce the economic impact of the Covid-19 pandemic through the Wage Subsidy Assistance (BSU) program.

Previously, the wage subsidy was obtained by private workers earning less than Rs 5 million per month and who were actively registered as participants in the BPJS Ketenagakerjaan.

The coordinating Minister of Economy, Airlangga Hartarto, revealed that BLT’s assistance for honorary employees is still in the review stage, including how is the distribution scheme.

“The president also requested a deepening of what was conveyed by the executive director regarding honorary staff,” Airlangga said in its statement quoted on Tuesday (9/15/2020).

According to him, many honorary staff members working in government agencies, including honorary teachers, were affected by the pandemic. So far, there are only honorary staff who have joined BPJS Ketenagakerjaan who can receive help from the government.

“This government will conduct a study that will also assist honorary staff. As some of these honorary staff have already received assistance through data in BPJS Ketenagakerjaan, therefore this will be addressed to all honorary staff.” he explained.

In fact, Airlangga said, many honorary staff members were not included in the BPJS Ketenagakerjaan membership. So it is not automatically included in the criteria for receiving a salary subsidy of Rs 600,000.

“We are going to prepare if it is a program or details (BLT honorary staff),” said Party Chairman Golkar.

All honorary staff

Through this program, workers receive assistance of Rp.600,000 in four months, which is transferred once every two months. Therefore, the total assistance received was 2.4 million IDR.

However, of the 15.7 million, 13 million are private workers and only 2.7 million are honorary ASNs.

“For this to be addressed to all honorary staff. This will prepare the program and details,” Airlangga said.

Earlier, Labor Minister Ida Fauziyah said that the 600,000 rupee wage subsidy assistance provided by the government through BPJS Ketenagakerjaan was not only intended for private employees, but also received by non-PNS honorary employees.

“A government employee who does not belong to the PNS, as long as he is a participant of the BPJS Employment, then he is in fact one of the recipients of this command assistance program,” Ida said.

Like private employees, honored employees who receive assistance are those who are paid less than 5 million IDR.

Previously, Ida continued, only 13.8 million private workers were entitled to receive the wage subsidy.

However, based on consideration and coordination with ministries / agencies (K / L), the number of grant recipients increased to 15.7 million workers, including temporary employees.

“So initially 13.8 million private workers with salaries below 5 million rupees. Then after coordinating between ministries and institutions, we also provided opportunities for non-PNS government employees who were not receiving the 13th salary were entitled to receive a salary subsidy, “he explained.
