JAKARTA, KOMPAS.com – The President of the Republic of Indonesia, Joko Widodo (Jokowi), signed Government Regulation No. 76 of 2020 on Non-Tax State Revenue Rates and Rates (PNBP) that apply to Indonesian Police.
In this regulation, there are 31 types of PNBP that are applied within the National Police, including tests for the issuance of new driver’s licenses (SIM), SIM extensions, tests of issuance of driving skills test certificates and issuance by STNK.
This was later confirmed by article 7, paragraph (1), which reads; “With certain considerations, the rate for the type of non-tax income referred to in Article 1 can be set at 0.00 rupees (zero rupees) or 0 percent (zero percent).”

It’s just that not everyone can enjoy these facilities according to the ‘certain considerations’ stated in the previous paragraph. In total, there are seven groups involved, viz;
– Organize social activities,
– Carrying out religious activities,
– Implementation of state activities,
– Force majeure or conditions beyond the obligor’s ability to pay,
– Society cannot afford,
– Student or student, and
– Micro, small and medium enterprises (UMKM).

The regulation adds to the services that have free priority, namely the issuance of motor vehicle test certificates, the issuance of motor vehicle number labels, the issuance of motor vehicle number tests, the transfer of vehicles outside of the region and a Police Registration Certificate (SKCK).
