JAKARTA – The government will optimize the allocations for the Civil Apparatus of the State (ASN). However, the government is currently still conducting an in-depth study.

The Minister of Administrative Reform and Bureaucratic Reform (Menpan RB), Tjahjo Kumolo, said his party will continue to seek increased ASN allocations. The increase in allocations should have been made in 2020, but due to the Covid-19 pandemic, this has been postponed for a while.

However, Tjahjo explained, the increase in ASN assignments would increase significantly. Where, for the lowest ASN position, they will obtain a minimum allocation of Rp.9 to Rp.10 million.

“God willing, this year due to the Covid-19 pandemic, we will also increase ASN benefits to the maximum. Therefore, the lowest ASN employees can be at least Rp. 9 to Rp. 10 million,” he said on Monday (12/28/2020).

Tjahjo emphasized that the increase in ASN allowances was not followed by an increase in base salary. This is because there is a plan provided by the government in the form of an increase in pension funds. The increase in pension funds has been calculated by Kemenpan RB with PT TASPEN (Persero) or the Public Official’s Savings and Insurance Fund.

“I think it is our duty in the PanRB and the Minister of Finance (Sri Mulyani) that it is impossible to increase the base salary because it involves pensions, but we and our partner Taspen have calculated it well, there is a pension subsidy that will be increased.” , said. .

The government is finalizing a review of the ASN’s salary and benefits scheme. With the new scheme, the income of civil servants is no longer influenced by class and rank, but rather by job burdens and risks.

The acting head of the Office of Public Relations, Law and Cooperation of the State Civil Service Agency (BKN) Paryono said that the revision of the scheme had nothing to do with a salary increase. The change of scheme is part of the bureaucratic reform. “This payroll reform has nothing to do with a salary increase,” he said.

In other words, Paryono said, the reform of the salary and allowance scheme will allow civil servants to enjoy an increase in income. As long as the financial situation of the state is adequate. Paryono assessed that the salary and benefit components in the new scheme would be revised by eliminating many benefits. That way, there will only be two assignments, namely performance assignments and expensive assignments that are measured by region.
