TEMPO.CO, Jakarta – The Commission for the Eradication of Corruption named the Social Minister or Minister of Social Affairs Juliari Batubara as a suspect on Sunday morning, December 6, 2020. The KPK suspects that Juliari is involved in acts of corruption in the acquisition of the social assistance package Covid-19.

The determination of the suspect began with a series of arrest operations on Saturday, December 5, 2020. That afternoon, the KPK arrested six people, including officials from the Ministry of Social Affairs related to the corruption of Covid-19 welfare.

Tempo contacted Juliari shortly after the KPK captured his men. He didn’t say much.

Juliari said he was still waiting for the information development. “Yes, we are still monitoring the progress because it is still very early,” Juliari said via a short message to Tempo on Saturday, December 5, 2020. Juliari did not respond when asked if The Ministry of Social Affairs will provide legal assistance.

Meanwhile, during a press conference on Sunday morning, Firli said that this disaster began when the Ministry of Social Affairs distributed Covid-19 social assistance in the form of food packages worth Rs 5.9 trillion. According to him, there were 272 social assistance contracts spread over two periods.

Juliari, he said, then chose MJS and AW as PPK in the implementation of this project by direct appointment of partners. “And it is suspected that it has been agreed that there is a fee for each work package that partners must deposit with the Ministry of Social Affairs through the MJS,” he explained.

MJS and AW then signed employment contracts with various providers as partners to provide social assistance in May-November 2020. The chosen partners were AIM, HS, and PT Rajawali Parama Indonesia, also known as PT RPI, which allegedly belonged to MJS.

“The appointment of PT RPI as one of the partners was reportedly known to JPB and approved by AW,” said Firli.

In the first phase of social assistance distribution, a fee of IDR 12 billion is suspected. MJS provided around Rs 8.2 billion in cash to Juliari through AW. Then the second phase of the social assistance distribution collected fees of around Rp.8.8 billion from October to December 2020. The two flows of funds are suspected to be intended to pay for Juliari’s personal needs.

The KPK named five suspects. Three people are suspected of receiving bribes, namely Juliari Batubara, MJS and AW. Meanwhile, two other suspects, AIM and HS, are suspected of giving bribes.
