Jakarta, CNN Indonesia –

Return of the Chief Imam of the Front of Islamic Defenders (FPI) Muhammad Rizieq Shihab going to Indonesia sparked euphoria from his supporters, which often led to large crowds. The crowd ignored the precautionary protocols. COVID-19 and rules PSBB The transition imposed by DKI Jakarta Governor Anies Baswedan.

The crowd so far happened when the crowd welcomed Rizieq at Soetta airport, greetings at FPI headquarters in Petamburan, until Prophet Muhammad SAW’s birthday event that took place at the Al Araf Al Habib Assembly Ali bin Abdurrahman Assegaf Taklim, Tebet, Jakarta, on Friday at dawn (11/13).

The provincial government of DKI Jakarta actually has a number of legal umbrellas to suppress the crowds amid a pandemic. Also, large-scale transitional social restrictions (PSBB) still apply in DKI.

Among these legal umbrellas are in the form of a Governor’s Regulation (Pergub) that was signed directly by Anies Baswedan as Governor of Jakarta, namely Pergub No. 51 of 2020 regarding the transitional PSBB.

Article 7, paragraph 3, explains that every citizen of Jakarta is obliged to limit his activities away from home to activities that are important and urgent, as well as to limit himself to not being in a crowd of people.

This provision was clearly violated because many residents were in the crowd when welcoming or attending the Rizieq Shihab event. They didn’t just stay away, but chose to be in the middle of the crowd to see Rizieq’s figure.

Then, when referring to religious activities, Article 12 establishes that houses of worship can carry out religious activities on condition that they comply with the provisions of the 50 percent restriction of visitors and apply physical distancing or maintain their distance.

This provision was also violated in the commemoration of the Prophet’s birthday in Tebet on Friday morning (11/13). There were so many masses present that they were packed. Jalan Tebet Raya is impassable by vehicles.

The DKI Provincial Government may also impose a sanction in the form of a written warning if the management of the place of worship does not comply with the obligations of the health protocol.

If the crowd refers to socio-cultural activities, article 16, paragraph 2, establishes that administrators and directors of social activities must comply with a series of provisions. Among them are the implementation of the Covid-19 preventive health protocol during implementation.

The number of visitors should also be limited to a maximum of 50 percent of the event venue’s capacity and maintain a distance of at least one meter between visitors.

Next, article 16 paragraph (4) establishes that the manager and the person in charge of social activities who do not comply with these rules may receive sanctions, either in the form of a warning or an administrative fine.

“Any administrator and / or person responsible for social and cultural activities who does not comply with the obligations mentioned in paragraph (2) will be subject to sanctions: a. Reprimand in writing; or b. Administrative fine of 25 million rupees”, said the beleid.

In this regard, CNNIndonesia.com has attempted to confirm this with various DKI officials. Among them are DKI Jakarta Deputy Governor Ahmad Riza Patria, DKI Jakarta Widyastuti Head of Health Service and Satpol PP Director DKI Arifin.

Of the three officials contacted, only Kasatpol PP responded to the imposition of sanctions on the crowds who were present at the Rizieq events. However, Arifin said his party prioritized public education rather than imposing sanctions.

“Yes, I said before that we prioritize education for everyone to continue doing what is called 3M so that education applies to everyone. Any event, any activity, ”Arifin said.
