JAKARTA, KOMPAS.com – The Jakarta-Cikampek Elevated Toll Road or the Jakarta-Cikampek II Elevated Toll Road will begin charging fees in November 2020.
Following the issuance of Decree (SK) of the Ministry of Public Works and Public Housing (PUPR) Number 1524 / KPTS / M / 2020 regarding the integration of the toll collection system, determination of the types of motorized vehicles and the amount of fees toll roads on the Jakarta-Cikampek and Jakarta-Toll Road Cikampek II elevated toll roads.
The head of the Toll Roads Regulatory Agency (BPJT) of the Ministry of PUPR, Danang Parikesit, confirmed this to Kompas.com, Friday (10/30/2020).
According to Danang, the plan to apply the fee will be carried out in November after the consultation process with two regional heads is completed, namely DKI Jakarta Governor Anies Baswedan and West Java Governor Ridwan Kamil .
“Our plan is like this, and this will be consulted with them,” Danang said.

Danang added that the fee to be imposed is the integration fee between the Jakarta-Cikampek toll road. existing and the Jakarta-Cikampek flyover, which is planned for IDR 20,000.
This fee applies to Class I vehicles with the furthest distance calculated from the Jakarta Interchange (IC) to the east of Karawang.
Danang admits that the fee is less than 50 percent of the proposed toll road business entity (BUJT) PT Jasa Marga (Persero) Tbk as set out in the Toll Roads Concession Contract (PPJT), which is Rp 1250 per kilometer.
PT Jasa Marga (Persero) Tbk CEO Subakti Syukur also revealed that this rate is well below the one proposed in the PPJT.
However, Subakti emphasized that the tariff for the integration of four clusters on the Jakarta-Cikampek toll road will promote the efficiency and fluidity of travel by toll road users.
“Apart from that, it is also to facilitate the operation. Therefore, this integration is to facilitate the toll road network that will later connect to the Jakarta-Cikampek toll road,” Subakti added.
There are several consequences of stipulating this fare integration in the four groups of the Jakarta-Cikampek toll road.
According to Subakti, first and foremost, with this integration, road users will enjoy smooth operation because the conditions of the four existing groups of Jakarta-Cikampek toll roads are designed with short distances.
However, this will have a second impact, namely, an adjustment in the amount of fees, resulting in mutual subsidies.
“The increase in rates for short-haul clusters is aimed at returning the investment and Jasa Marga expects that with this smooth operation, the volume of vehicles passing through the Jakarta-Cikampek toll road per day will increase,” Subakti said.
Danang agrees that the concept of fare integration and the presence of the Jakarta-Cikampek flyover is expandability.
“So our simulation results are that this toll will increase traffic throughput in terms of speed and density. And this will provide an option uninterrupted travel experience for users of the Jakarta-Cikampek flyover, “concluded Danang.
The Jakarta-Cikampek elevated toll road is designed for 36.4 kilometers and consists of nine sections. Section I Cikunir-West Bekasi, Section II West Bekasi-East Bekasi, Section III East Bekasi-Tambun, Section IV Tambun-Cibitung and Section V Cibitung-Cikarang Utama.
Then Section VI Cikarang Utama-West Cikarang, Section VII Cikarang Barat-Cibatu, Section VIII Cibatu-East Cikarang and Section IX Cikarang Timur-Karawang Barat.
The BUJT it manages is a consortium of PT Jasamarga Jalanlayang Cikampek (JJC) formed by two companies PT Jasa Marga (Persero) Tbk and PT Ranggi Sugiron Perkasa.
To realize this toll road that runs from Cikunir (Sta 9 + 500) to West Karawang (Sta 47 + 500), JJC is investing funds worth 16.23 trillion rupees with a construction cost of 11.67 trillion rupees. The concession period is 40 years.
