Jakarta, CNBC Indonesia – In contrast to the Circular of the Minister of Manpower on the absence of an increase in the Provincial Minimum Wage (PMU) in 2021, the Governor of Central Java, Ganjar Pranowo, decided to increase the PMU of Central Java by 3.27% at Rp 1,798,979.12.

This was confirmed by Ganjar via a short message to CNBC Indonesia on Friday (10/30/2020).

In more detail, he explained that Central Java’s UMP increase in 2021 was IDR 56,963.9, bringing the total to IDR 1,798,979.12. Ganjar said that the basis for determining the UMP is Government Regulation No. 78 of 2015 on wages. In this calculation, the increase in the PSU uses the calculation of inflation and economic growth.


Other considerations according to Ganjar are the results of meetings with the Salary Council, unions, Apindo and others. All of them, he added, have been consulted and contributed.

Ganjar Pranowo’s decision was also supported by the union. The president of the Confederation of Indonesian Workers’ Unions (KSPI), Said Iqbal, assessed that the move by the Governor of Central Java, Ganjar Pranowo, to raise the UMP from 2021, was correct.

According to Said, the legal regulations do not know the circulars. He said that the minimum wage reference is the Employment Creation Law.

“The Employment Creation Law is not yet in force, the number is not yet valid, on November 7 it will only go into effect,” said Said Iqbal.

Therefore, the current salary increase is based on two main legal bases, namely Law Number 13 of 2003 and Government Regulation Number 78 of 2015.

Previously, up to 18 governors had declared that they would not raise the UMP in 2021 or the same as the UMP of 2020. This is in line with the Circular of the Minister of Manpower (Menaker) published a few days ago.

“Regarding the provincial minimum wage until last night there were 18 provinces that will follow (they will not raise the UMP) in the circular of the Minister of Manpower,” said Menaker Ida Fauziyah in Jakarta, on Wednesday (10/28/2020).

Ida explained that the minimum wage in 2021 has used Decent Living Needs (KHL) as stipulated in PP 78/2015 regarding wages. PP 78 2015 derived from Law 13 of 2003 on manpower.

According to the follow-up until Tuesday, October 27, 2020, at 4:35 p.m. WIB, several regions have held a meeting of the provincial salary council in preparation for the determination of MW in 2021 that resulted in an agreement to implement the Ministry of Manpower of the SE. These areas are:
