JAKARTA, KOMPAS.com – The government through the Ministry of Cooperatives and SMEs (Kemenkop UMKM) has expanded the Presidential Productive Assistance program (Banpres) or Direct Cash Assistance (BLT) for 2.4 million IDR (assistance to MIPYMES 2.4 million IDR).

Initially, this program ended last September, but because the BLT program received an additional cap for 3 million new MSME actors, the BLT assistance program was extended until December 2020.

Quoted from the official website of the Ministry of Cooperatives, Friday (10/30/2020), the document requirements that must be prepared to obtain BLT UMKM are IDR 2.4 million, including Population Identification Number (NIK), Identity Card ( KTP), residential address, business fields and phone number.

Other requirements, as cited by the Kemenkop website, for micro-enterprise actors whose business address is different from the home address as stated in the KTP, they can attach a Business Certificate (SKU).

SKU is a letter made by the authorities, in this case the sub-district or the head of the village. This means that the management is sufficient to go to the sub-district or village office to be legalized at the sub-district office.

Complete the SKU to explain that the person whose name is indicated on the letter is in fact a resident of RT and RW who is located below the kelurahan or village and in fact owns a business mentioned in the letter.

The requirements for submitting a SKU request include a cover letter for KTP, RT or RW and KK. Once the kelurahan / village office is issued, the SKU can be brought to the sub-district office signed by the camat and validated with the Kecamatan seal.

There are no fees to make SKUs at both the departure / village office and the sub-district office. SKUs have a validity period of one year from the date of issue.

Management in PTSP

Meanwhile, how to make SKUs in various regions, SKU requests can be submitted to the one-stop-shop integrated service office (PTSP). One of the PTSP implementers for SKU issuance is Jakarta DKI province.

Quoting the official PTSP DKI Jakarta website, jasa.jakarta.go.id, the following are the SKU registration requirements.

  • Application letter in which there is a statement of permission and validity of documents and data. The application letter must be accompanied by a stamp.
  • Cover letter for RT / RW.
  • Authorization letter when the business owner appoints another person to manage the SKU. The letter must be accompanied by the stamp and identity card of the authorized party.
  • The identity of the applicant, including National Identity Card (KTP), Family Card (KK), and Taxpayer Identification Number (NPWP).
  • A declaration letter from the applicant stating that it will not sell on sidewalks, car bodies and that it does not interfere with public activities accompanied by a stamp.
  • Photos of business locations
  • Land / building lease contract, letter of no objection and PCT from the land / building owner for land / building leased for business (for MSMEs that rent business premises).

Various form formats and other complete documents can be downloaded from the official PTSP DKI Jakarta website.

Meanwhile, for legal entities such as PT, CV and cooperatives, the submissions for SKUs must attach additional requirements, that is, in the form of a Decree of Approval of the Ministry of Law and Human Rights for PT and foundations.

Then the endorsement of the District Court if the legal person is CV, and the endorsement of the Ministry of Cooperatives and SMEs for cooperative-type companies.

For this reason, before ordering SKUs, make sure the local government policy is in accordance with the domicile, whether the SKU creation is sent to the sub-district / village office that is legalized by the sub-district, or through the Local PTSP.

If the SKU has been addressed and the other documents are complete, small business actors can immediately register at the cooperative office at their home (2.4 million assistance for MSMEs).

The registration process for this assistance is still open to MSMEs until the end of November 2020.The government has increased the target number of BLT UMKM beneficiaries to Rp.2.4 million or Productive Micro Business Banpres (BPUM) from 9 million from recipients to 12 million recipients.

For the registration of BLT UMKM beneficiaries, the Ministry of Cooperatives and UMKM said that the registration of potential beneficiaries can only be done offline.

Although this assistance is intended for all MSMEs business actors, there are several conditions that must be met, namely:

  • Micro-enterprise actors who currently do not receive working capital or investment credit from banks (not bankable).
  • Business actors are Indonesian Citizens (WNI) who have a National Identity Number (NIK)
  • Have a micro-business as evidenced by an applicant’s proposal letter with attachments.
  • No ASN.
  • Not a member of TNI / POLRI
  • You are not a BUMN / BUMD employee.
