Jakarta, CNBC Indonesia – The Government, through the Joint Decision Letter (SKB) of three ministers, namely the Minister of Religion, the Minister of Labor and the Minister of PAN-RB, agreed to establish the National Holiday and Joint License in 2020.
In the near future, the joint license will drop on October 28-30, 2020. Meanwhile, October 29, 2020 is a national holiday for the celebration of the birthday of Prophet Muhammad.
However, Labor Minister Ida Fauziyah stated that collective leave for private sector workers is optional, not mandatory, or simply an option.
“Collective leave for the private sector is optional, so the implementation is based on an agreement between workers and employers considering the needs of each company,” Ida said in Jakarta on Tuesday (10/27/2020).
What about the PNS or the State Civil Service (ASN)?
The reference to the collective license still refers to the SKB of three ministers, but there is no optional provision in the private sector as indicated by the minister previously. In his official statement, the secretary of the Ministry of Administrative and Bureaucratic Reform (PANRB), Dwi Wahyu Atmaji, explained that the SKB can be viewed on the website jdih.menpan.go.id. “At the SKB, on October 28 and 30, 2020, there is a leave of absence with the birthday of Prophet Muhammad SAW,” Dwi said.
Dwi emphasized that collective leave does not reduce the right to annual leave for ASN. This is based on Presidential Decree No. 17/2020 on the joint leave of ASN employees in 2020.
In fact, the government warned of the potential for collective license to move people to tourist spots. However, President Joko Widodo appealed to this time not to be the cause of the positive Covid-19 numbers.
“Therefore, we need to discuss this so that long vacation activities and collective leave do not have an impact on the increase in the Covid-19 case,” Jokowi said.
However, for residents who have pressing interests during that time period, they are expected to strictly implement health protocols. The Covid-19 Management Working Group also stressed that the public should avoid crowds.
