KOMPAS.com – The government provided direct cash assistance (BLT) worth IDR 2.4 million to micro, small and medium-sized enterprises (MSMEs) affected by the Covid-19 pandemic.
Enrollment for the program, which is also called Banpres Productive Micro Business (BPUM), is open until November 2020.
Presidential assistance (banpres) is intended for MSME actors who have never received credit or similar assistance from banks.
MSME players who wish to register must not have the status of State Civil Apparatus (ASN), TNI or Polri, and employees of BUMN or BUMD.
However, although there has been a lot of socialization and information about the program, applicants still encounter a number of questions and obstacles.

One way to verify the membership of the beneficiaries of the aid of the MSMEs is through the BRI electronic form page.
If the National Identity Number (NIK) is registered at eform.bri.co.id, the public can immediately disburse assistance through the nearest BRI branch by bringing the requested documents.
For people whose NIK is not registered on eform.bri.co.id, there are still opportunities to get help. Provided that it is included in the list of citizens proposed by the Ministry of Cooperatives and SMEs in the form of a receiving decree.
Subsequently, the bank will process the proposal in accordance with the applicable regulations.
You have a business but have not received assistance
Although it is intended for MSMEs, there are a number of UMKM players who have not received this assistance to date.

For this reason, the Minister of Cooperatives and UKM, Teten Masduki, appealed to the UMKM actors to immediately propose their UMKM through the proposing institution.
This proposal process can still be carried out until the end of November 2020 to register for the BLT UMKM program.
For this, UMKM players register through the regional Cooperative and the UMKM Office according to their area of residence. Online registration is also available in some regions.
In addition, MIPYMES actors can also be proposed by cooperatives that have been legalized as legal entities or proposed by ministries / banking institutions and financial companies registered with the OJK.
Business location does not match KTP
For MSMEs that have a different workplace than the address listed on the KTP, they can still get this assistance.
The condition is that you need to request a business certificate (SKU) from the village where you do business, which must be delivered at the time of filing or registration.
“You can (register), as long as you request a commercial certificate (SKU) from the village that concerns you,” Teten said.
According to him, this was done so that all UMKM players could receive the benefits of assistance evenly.

Dilution cannot be delegated
The Finance Deputy of the Ministry of Cooperatives and Small and Medium Enterprises, Hanung Harimba Rachman, explained that the disbursement of BLT UMKM funds cannot be represented by anyone and must be in accordance with the printed name.
“At the time of presentation, the name of who will be registered is registered. Now that he is officially declared as the recipient of the assistance, the microentrepreneur must go to the designated bank and those who take it or withdraw it should not be represented according to the data, “he said.
Therefore, business actors who wish to disburse aid funds must do so themselves and bring the necessary documents, such as a PCT.
By bringing this identity, the document verification and disbursement process will be faster.
Disbursement period
For people who want to disburse aid funds, there is a time limit given by the government, which is 3 months.
If during that time the disbursement has not been made, the funds will be withdrawn and returned to the government.
“If they (microentrepreneurs) get BLT, they will definitely be notified by SMS and reported to the bank for confirmation, etc.,” Hanung explained.
“So if for 3 months there is no confirmation, the BLT will be withdrawn and the banks will return it to the government,” he continued.
