Policies included in the assessment element include elimination of national (UN) exams, emergency curriculum in the midst of a pandemic, National Assessment, and assistance with study fees.

Then the subsidy of the Merdeka Belajar dari Cikal School brand for the Ministry of Education and Culture, the flexibility of the funds for School Operational Assistance (BOS), distance education (PJJ) and the Mobilizing Organization Program (POP).

By eliminating the National Exam, FSGI gives a score of 100 to the Ministry of Education and Culture. The FSGI Administrative Bureau, Slamet Maryanto, said that the final evaluation that is made to the students at the end of the level does not help the progress of education.

From the beginning, his party had tried to give the government a voice on this issue, but finally gave it up in the Nadam era. His policy of accelerating the removal of the National Exam in the midst of a pandemic is also seen as swift.

“The psychological pressure from the community is quite high. Therefore, by eliminating the National Exam, the psychological pressure from students and teachers will be eliminated,” he said.

Determining the emergency curriculum in the midst of a pandemic received a score of 80 because it managed to ease the burden on students and teachers. However, there are still obstacles in its implementation, such as schools that have not implemented an emergency curriculum because they are waiting for instructions from the education office.

For this reason, he advised the Ministry of Education and Culture to establish an emergency curriculum as the only curriculum used during the pandemic. Instead of giving up the decision to the school.

However, apart from the three policies, the other Nadam policies either did not get a good word or did not reach the KKM. For example, related to the attendance of learning quotas.

The FSGI Nihan Presidium said that the fee subsidy policy was actually a good intention, because it helped the PJJ problems experienced by various students and teachers. However, this assistance did not reach all levels of society.

He stressed that there are still many students who do not have a job or do not have access to the internet, so the attendance of places is free if they are given.

“The quota distribution process is not according to plan either. Until now, there are still schools asking why they have not received assistance. So it is not punctual, ”he said.

According to him, part of the budget for fees should be diverted to help facilitate student devices, signal boosters and Wi-Fi services in RT / RW. So that budgeted funds don’t have the potential to be redundant.

The PJJ policy received a very poor predicate, with a score of 55. The FSGI Council of Experts, Retno Listyarti, mentioned the implementation of learning from home that has not improved significantly even though more than half a year has passed.

He suspects this is because the Ministry of Education and Culture has never mapped PJJ’s problems in the field in detail and assesses them regularly. Even if it had been done, he said, it had never been made public.

“Because each region has a different problem. In Gowa Regency (South Sulawesi), the signal is difficult. Only 30 percent of the children in the area receive online service. This means there is a signal problem. a fee is useless, “he concluded.

According to him, the policies of the Ministry of Education and Culture in promoting the PJJ should be based on each of the problems that exist in the field. It doesn’t go mainstream without detailed data and analysis.

He also mentioned that two students who were killed by parental abuse and suicide drank poison. The motive for the two cases is believed to be related to PJJ.

Retno said that this proves that several problems in the PJJ restriction have not been solved much. Including the evaluation that must be carried out during the PJJ.

Then, in the case of the Merdeka Learning policy, FSGI awarded a score of 60 for the controversy that had occurred over the registration of the program’s motto as a registered trademark by the Cikal School.

Numerous criticisms from various groups led to the award of the brand to the Ministry of Education and Culture. However, according to Retno, the donation was not in accordance with the provisions of Law no. 30 of 2014 related to Public Administration.

He said that the granting of the Merdeka Belajar trademark must involve the interference of the president because there was an alleged conflict of interest in the case. However, this was not done.

“This is only the Ministry of Education and Culture represented by the minister. PT Cikal by Najeela Shihab, then signed a stamp tax. It can’t be that, you have to visit the Ministry of Law and Human Rights,” he continued.

Additionally, the BOS fund relaxation policy received a score of 60. Through this policy, Nadiem allowed schools to use the BOS funds to pay for teacher fees, health protocol facilities, or help run PJJ.

However, according to FSGI general secretary Heru Purnomo, binding regulations in the regional government still make flexibility in the use of BOS funds difficult.

He explained that BOS funds can generally only be used after the Office of Education has submitted and issued the report on their use. Changes in reports on budget use in the midst of a pandemic ended up taking time because they had to wait for permission from the education office.

Finally, the Mobilizing Organizations Program policy was the one that received the worst score, that is, 50. This was due to the controversy that had swept the program, which is why its implementation was postponed in 2021.

“While being detained does not solve the problem. It has the potential to waste the state’s money. The costs have already flowed for the selection, it was issued,” he added.

He also asked the Ministry of Education and Culture to thoroughly evaluate the program and cancel it if it is deemed useless and has the potential to waste state money.
