Disinterested Japanese Contractors, Phase 2A MRT Project Delays

He explained that the work packages that Japanese investors did not consider were the work for the Harmoni-Mangga Besar route, the installation of a railway system and a route for the acquisition of trains.

There are limitations in the works of the Harmoni-Mangga Besar route due to the high level of difficulty for construction. In addition, the construction schedule is also tight, specifically 57 months.

This made Japanese investors uninterested in bidding in the first tender conducted by the Jakarta MRT. The first tender was held from August 6 to November 4, 2019.

The MRT then held a tender again from February to August 2020. However, again, no Japanese investor submitted an offer.

The MRT has analyzed three factors that have made the Japanese investors in the second tender not even notice it. These factors include limited resources, the Covid-19 pandemic, and a fairly tight construction schedule.

He said the governments of Indonesia and Japan need to coordinate so that the Jakarta MRT project continues on target. Here, the Japanese government must commit to involve industry players in Japan in the MRT Phase 2A project.

If Japanese investors are not interested in getting involved in the construction of Phase 2A MRT, then the government should open up the possibility of participation by non-Japanese international contractors.
