Jakarta, CNN Indonesia –
A total of 40 doctors association urged the Minister of Health (Menkes) Terawan Agus Putranto Revoke Regulation Number 24 of 2020 of the Minister of Health regarding Clinical Radiology Services. The Permenke is considered to only deal with radiology specialists, based on Terawan’s specialty.
The Indonesian Medical College Council (MKKI) and more than 30 medical professional associations and specialist medical colleges sent letters directly to Terawan. The rejection letter was also signed by each medical professional association.
We regret the appearance of Permenkes Number 24 of 2020 in the midst of this pandemic situation when all medical personnel and the community are fighting against Covid-19. Not only in an inappropriate situation, but this Regulation of the Ministry of Health will also have an adverse impact on several things. “, said the president of MKKI, David Perdanakusuma, quoted in the official statement received CNNINdonesia.com Tuesday (6/10).
David said that Permenke has the potential to reduce the quality of health services because the service process is hampered. There are at least 16 medical fields in society that will be affected.
He gave an example that general practitioners can no longer perform ultrasounds on pregnant women because they have to go through a radiology specialist. Similarly, examination of the blood vessels of the heart for patients with narrowing of the blood vessels. Usually, David said, a cardiologist can examine her own blood vessels with the help of an X-ray.
“The public will feel the greatest impact from this Permenkes because the service that should have been performed by 25,000 specialists from 15 medical fields as well as general practitioners will now only be served by about 1,578 radiologists,” David said.
David added that this Permenkes will also change the standard of medical education. The standards of radiology education will also change because with this Permenkes radiology specialists can provide diagnostics and therapy.
In fact, David said, the competence of physicians is regulated by the medical college and the KKI, not by ministerial regulations. “At least 8,935 participants in the Physician Specialist Education Program (PPDS) will be affected,” he said.
David, representing the Association of Medical Professionals, asked Terawan to review the Health Regulations and revoke them in a short time.
For information purposes, the existence of this Permenkes means that all radiology activities that can normally be carried out by specialists and general practitioners, are carried out by a radiologist, unless the doctor has the authorization of the radiology faculty.
To quote Permenkes 24/2020, the human resources in the Pratama Clinic Radiology services consist at least of radiology specialists, radiographers, radiation protection officers and administrative staff.
If the Health Services Center does not yet have a radiology specialist, another physician or specialist with additional authority can provide Pratama Clinical Radiology Services.
