According to Daeng, hospitals are currently having difficulty operating because there are many claims for payments from Covid-19 patients that have not been paid by the Ministry of Health. In fact, patients who do not have Covid-19 have also decreased, so operating costs have also decreased.
“Do not accuse the hospital of getting rich, now all hospitals have collapsed, because we focus on helping our relatives who have Covid, the other two patients do not dare to go to the hospital. In fact, he questioned how Moeldoko was referring to the mechanism for falsifying the data of Covid-19 patients. Because it is very difficult to falsify the data of Covid-19 patients because it must be proven by the results of laboratory tests.
In addition, the hospital follows the technical instructions (juknis) for the payment of Covid-19 patient claims that are regulated by the Ministry of Health.
The guidelines are regulated in the Decree of the Ministry of Health Number HK.01.07 / MENKES / 446/2020 on technical guidelines for claiming reimbursement of service costs for certain patients with emerging infection for hospitals that provide Covid-19 services.
The technical guides also explain that only the cost of treatment with Covid-19 is borne by the government even though the patient is a comorbidity, complication or coincidence.
Meanwhile, the cost of care to treat comorbid symptoms, complications, and coincidence is outside of Covid-19 funding. This cost coverage can be paid by the patient’s insurance or paid independently by the family.
Daeng said that it was very difficult for Covid patients to disburse claims. First, a positive or negative patient must be tested by laboratory results, then there is a BPJS verifier at the hospital who makes a decision regarding approval of the claim.
“It is true that the verifier is very strict, so so far the claim has been paid very small, if there is a hospital that is positive for patients, I actually also feel a bit about how, because the hospital uses the guidelines of the Ministry of Health in conducting examinations, “Daeng said.
However, Daeng stressed that if a person is found deliberately providing a patient for personal gain, PB IDI supports the person who is being prosecuted.
“The point is that, if there are people, we act legally, we will finish. But until now the hospital has been conducting examinations, treating them, following the guidelines issued by the Ministry of Health, “he said.

Meanwhile, the Secretary General of the Indonesian Private Hospitals Association (ARSSI), Iing Ichsan Hanafi, also responded to allegations that hospitals and medical staff were seeking profit during the Covid-19 pandemic. According to him, the hospital has followed the guidelines of the Ministry of Health regarding claims from Covid-19 patients.
Hanafi also issued a new call to hospitals to always focus on serving and managing patients during the Covid-19 pandemic in accordance with the Decree of the Ministry of Health No. HK.01 / 07 / MENKES / 446 / 2020 on the technical instructions for claiming reimbursement of patient service costs for hospitals that have Covid-19.
