JAKARTA, KOMPAS.com – The police observer from the Institute for Security and Strategic Studies (ISESS) Bambang Rukminto thanked the actions of the Kasat Sabhara Blitar AKP Agus Tri Susetyo police.
Agus is known to have submitted a resignation of a police officer because he could not bear the arrogance of his top leadership, Blitar Police Chief AKBP Ahmad Fanani Eko Prasetya.
Additionally, Agus also reported his superiors to the East Java Regional Police for allegedly allowing mass gathering activities amid the Covid-19 pandemic.
“In the midst of those who are generally pragmatic, only seeking security for personal gain, cuddling with superiors even though they may not agree with their conscience, this action should be appreciated,” Bambang said when contacted by Kompas.com on Friday ( 2/10/2020).

On the other hand, Bambang assessed that Agus’s resignation indicated that there was poor supervision by the internal supervisor of the police.
The supervisors in question are the Professional and Security Sector (Propam) and the Regional Supervision Inspectorate (Irwasda).
He said that Propam was often indecisive or selective in enforcing the rules.
According to him, this has made members of the police below often hesitant to report their superiors because it has the potential to turn against the reporter.

“This shows that the internal supervision of the police carried out by the East Java Regional Police and the Irwasda, is not going well and it is felt that it does not fulfill a sense of justice for its members,” he said.
“So it led to a disappointment that led to the withdrawal of Kasat Sabhara,” he continued.
In addition, he also considered that the police apparatus needed to study Agus’s reports.
Bambang said that it was necessary to deal with Blitar’s police chief if it was proven that he had raped him.
“If the Chief of the National Police is consistent in enforcing the rules. Not only the lower-level Kapolsek in Tegal should be removed, but at the level of the Chief of Police, they should also be prosecuted if they violate the protocol that he himself has issued, “Bambang said.
