Minister of BUMN Erick Thohir will dissolve 14 BUMN. It has also mapped the 14 state-owned companies to be dissolved. However, there have been no further announcements about these companies.

However, the staff of BUMN Minister Arya Sinulingga mentioned that several companies were categorized as seriously ill and had the potential to become patients of PT Asset Management Company (Persero) or PPA. One of them is PT Merpati Airline.

“Merpati, for example, is still alive and we can’t do anything about it,” Arya said in a virtual discussion held some time ago by the Matangasa Institute.


As is well known, the glory of Merpati Nusantara Airlines faded due to the impact of the 1997 currency crisis. As a result, the airline has cut several routes and reduced its fleet.

The company’s financial pressure, debt burden, and the presence of new airlines exacerbated Merpati Nusantara Airlines’ steps to enter the recovery phase in the early 2000s.

Ultimately, these airlines stopped their operations from February 1, 2014. Now, Merpati Nusantara Airlines has only maintenance, repair and overhaul (MRO), training center and cargo businesses.

Besides Merpati, Arya also mentioned two other companies, such as PT Kertas Kraft Aceh (KKA) and PT Industri Gelas.

Then in 2017, its assets were reduced to Rp. 119.87 billion, while the debt load was Rp 1.09 trillion, capital less Rp. 977.46 billion, revenue of Rp. 824 million and a net loss of Rp. 55.45 billion.

Apart from these three companies, on several occasions BUMN Minister Erick Thohir also mentioned other companies. Some of them are PT Penas Air Survey, PT Garuda Tauberes and PT Kertas Leces.

Penas Air Survey is a company that has been stationed by the Ministry of BUMN in PT PPA since 2012. By granting substitution rights, PT PPA is requested to restructure and / or revitalize the Penas Air Survey, unless it receives dividends for the state.

Although it is in the PPA restructuring process, the performance of this BUMN has not improved. The latest data published by the Ministry of BUMN in 2012-2016 shows that companies always suffer losses during that period. In fact, the total equity of the company is always negative.

Not unlike Penas Air Survey, Paper Leces is also a PT PPA patient. After a long period of financial problems, this state-owned company was declared bankrupt by the Surabaya Commercial Court on September 25, 2018.

After filing for bankruptcy, the assets of the company must be sold to cover the obligations that they must pay to creditors. However, PPA did not accept it because it considered that it did not receive the adequate ration of one of the released assets.

Meanwhile, PT Garuda Tauberes is a subsidiary of Garuda Indonesia that focuses on digital business in the logistics sector, including package and air cargo delivery services. However, so far the company has not been fully operational and is considered only a burden on the parent company.

In addition to these companies, there are also PT Pembangunan Armada Niaga Nasional or PT PANN (Persero), PT Industri Sandang Nusantara PT Dirgantara Indonesia, PT PAL Indonesia and PT Industri Kapal Indonesia, which Erick described as a seriously ill company.

However, so far nothing has been confirmed to be settled. The company secretary of PT PPA said that so far they are still waiting for an address from the Ministry of BUMN on the list of 14 companies that will be dissolved or liquidated.
