In an extraordinary meeting, the National Assembly issued a regulation that partially and temporarily limits the constitutional rights and property rights, as well as the freedoms of Azerbaijanis and foreigners in that country while the war situation continues.

Azerbaijan and Armenia have long been at odds over Nagorno-Karabakh, the mostly Armenian region of Azerbaijan, which declared its independence in 1991. A ceasefire was agreed in 1994, but the two sides often accuse each other of attacks.
Talks to resolve the Karabakh dispute, one of the worst conflicts to emerge from the collapse of the Soviet Union in 1991, have largely stalled since the 1994 ceasefire agreement.
