The Minister of Transport, Budi Karya Sumadi, issued a Regulation of the Minister of Transport (Permenhub) Number 59 of 2020 on the safety of cyclists on the road. The regulation has been published since it was promulgated on August 14, 2020.
“As we all know that bikes are currently a trend in the community during the Covid-19 pandemic, cycling is great for our metabolism. For this reason, we are spreading the road bike safety rules so people know how. ride safely and comfortably. “said Budi Karya, Friday (9/18).
The General Director of Land Transport of the Ministry of Transport, Budi Setiyadi, also explained the rules for cyclists in more detail. This regulation regulates the technical requirements of bicycles.
“There are 2 categories of cyclists, for the public interest and for sports. For the public interest, the direction of the bicycle is for the daily interests of the community. We also really hope that the direction of the building with the publication of this PM have a bike rack, “said Budi Setiyadi.
Regarding bicycles for sports use, there are technical requirements that must be met, namely the use of helmets and footwear. This is different from using bicycles for everyday purposes that do not require the use of a helmet.
In addition, Budi Setiyadi said that a good bike must meet various requirements such as having fenders, bell, brake, lamp, red reflector, white or yellow reflector, and pedals.
“In addition, to ride a bicycle safely at night, cyclists must turn on their lights and wear attributes that can reflect light, wear footwear, and understand and obey traffic procedures,” said Budi Setiyadi.
In addition to focusing on maintaining safety, this Permenhub also tries to make bike users feel comfortable. Namely, regulating the obligations of the crowd center manager to provide a special public parking space for bicycles.
Provisions relating to public car parks are contained in Chapter IV, Article 18, from paragraph 1) to paragraph 6). The regulation establishes that cyclists can have a public parking for bicycles.
Public bicycle parking facilities as planned must be in a location that is easily accessible, safe, and does not interfere with the flow of pedestrians. Also, the facility must have a bracket, post, or backrest that allows the bike to lock or lock.
Article 18 paragraph (3) establishes that public parking facilities must be provided by each operator of public facilities that places at least: a. transport node, b. office buildings, c. shopping centers, schools and d. Cult place.
“The provision of bicycle parking in office buildings and shopping centers as mentioned in paragraph (3) letter b and letter c is established at 10% (ten percent) of the parking capacity”, writes Article 18 paragraph (4).
In addition, if the parking is on the shoulder of the road, it must comply with the provisions that are parallel to a maximum of 12 bicycles and are equipped with bicycle racks, posts or backs for parking facilities on the shoulder of the road.
Curbside parking facilities must meet the following conditions:
to. a distance of no more than 15 m (fifteen meters) from the building to which it will be directed;
