Luhut Filters Reasons Indonesian Industry Still Utilizes Foreign Workers

Coordinating Minister of Maritime Affairs and Investments Luhut Binsar Panjaitan reveal a number industry deliberately took foreign labor (TKA) due to the lack of human resources (HR) of engineering graduates in Indonesia. This is the main reason why some industries still employ foreign workers.

“If people make a fuss, why don’t they use (Indonesian workers) because they don’t exist? There are a lot of university students but they lack engineering,” Luhut told the Virtual 100 Economist Workshop that was broadcast live on CNBC Indonesia on Tuesday ( 15/9).

According to the data you have, the number of undergraduate engineering graduates in 2019 is only 20,635 people and the D3 graduates 5,242 people. Meanwhile, the industry requires 117,982 undergraduate engineering human resources and 194,183 D3 engineering graduates.

Thus, this year the country lacks 97,347 engineering graduates and 188,941 D3 engineers. The D3 engineering graduate and undergraduate shortage trend has occurred since 2016.

Therefore, Luhut said that the government is developing polytechnics in Morowali, Wedabe and Konawe. This is done to meet the needs of the industry in the area.

“So now we use them first (foreign workers), after being used we gradually reduce them,” Luhut explained.

Currently, Luhut said, the total number of employees in Morowali is 45,000 people. Of this total, up to 3,000 people came from abroad.

Various industries in various regions are known to often use foreign workers, such as China. One of them is the PT Indonesia Morowali Industrial Park (IMIP) in Morowali, Central Sulawesi.

Previously, the company stopped hiring Chinese workers in anticipation of the entry of the corona virus into Indonesia in January 2020. The total number of workers in the IMIP itself is 3,000 people and 1,000 foreign workers are still needed to complete the construction of the factory.

Not just IMIP, other companies also need workers from China. The companies are PT Virtue Dragon Nickel Industry (VDNI) and PT Obsidian Stainless Steel (OSS) in Morosi, Konawe Regency.

In June 2020, 261 workers from China entered Indonesia. Hundreds of employees will work at VDNI and OSS.
