REPUBLIKA.CO.ID, JAKARTA – President Joko Widodo (Jokowi) stressed that his staff must work hard to restore economic conditions amid the current Covid-19 pandemic. He recalled that economic growth in the third quarter would not be in a negative position, thus causing a recession.

This was relayed by Jokowi when he briefed governors on the Covid-19 pandemic and the national economic recovery at the Presidential Palace in Bogor, West Java, on Tuesday (January 9). “In the second quarter we are already in a position of minus 5.3 percent. It is a minus. For this reason, for the third quarter we still have 1 month, that is, July, August, September, we still have a chance this September. If we are still in a negative position, it means we are entering a recession, “Jokowi said.

To boost economic growth, the President again requested that regional expenditures be accelerated, both in goods and capital, and the distribution of social assistance. So that it can increase public consumption and restore economic conditions in the region.

According to data as of August 27, 2020, the national average spending for the provincial APBD is still 44.74 percent and the district / city spending is 48.8 percent. Jokowi also asked each regional head to review the performance of budget absorption in their region.

“Be careful with this. These are figures, I think we can see how much spending on goods and services has been made, how much for capital spending, how much for spending on social assistance,” Jokowi added.

He gave an example, the absorption of the budget for expenditure on goods and services in DKI Jakarta was already high, reaching 78 percent. The same is true for capital expenditures which have reached 92 percent. Jokowi also admitted that it would continue to oversee the completion of the absorption of APBD in each region.

“I think the others, especially those in the figures, are still 15, they are still 10, especially those who are social assistance are still zero, they really look at these figures,” he said.

In addition, he said, the highest economic growth at the moment, that is, in Papua with 4.52 percent and West Papua with 0.53 percent. Meanwhile, the three provinces whose economic growth experienced a significant negative were Bali with minus 10.98 percent, DKI Jakarta with minus 8.22 percent and DIY with minus 6.74 percent.

“This is because tourists really dominate the economy in Bali, so it seems that economic growth in Bali has contracted very sharply,” Jokowi said.
