The House of Representatives (DPR) finally approved the Government Regulation instead of Law (Perppu) No. 1 of 2020 in law. The rules on state financial policy and the stability of the financial system to manage the 2019 Corona disease pandemic (Covid-19) were approved through a plenary meeting.
Responding to that, Finance Minister Sri Mulyani Indrawati said ratification became the government’s basis for addressing the impact of COVID-19 on the national economy.
“COVID is still ongoing and we will continue to improve response policy so that people on the health and socioeconomic side gain protection through the implementation of Perppu,” Sri Mulyani said after the DPR plenary meeting in Jakarta on Tuesday ( 12/05/2020).
Regarding the presentation of the Macroeconomic Framework and Fiscal Policy Principles (KEM-PPKF) document for the 2021 RAPBN fiscal year, Sri Mulyani said that it would become the basis for next year’s APBN preparation between the government and the DPR.
“We, with the surrender of KEM PPKF 2021, are ready to discuss with the council to be firmer on the APBN 2021 bill introduced by the president in August 2020,” he said.
The former managing director of the World Bank revealed that in Perppu 1 of 2020 it was hoped that it could become a solid legal basis for the government and related institutions to continue taking measures to overcome the threat of COVID-19 in health threats, social and economic and the stability of the financial system. .
Through this regulation, it is also expected that the benefits can be perceived by medical personnel, the public and entrepreneurs in the real sector, as well as the financial sector that includes micro, small, medium-sized, large companies and cooperatives of more evenly.
When Perppu 1/2020 went into effect, there were several articles in the State Finance Law, the State Treasury Law, the KUP Law, the BI Law, the LPS Law, the Financial Balance Law between the Central Government and Regional Governments, the Health Law, the Villages Law, the Regional Government Law, the MD3 Law, PPKSK Law, the State Budget Law for fiscal year 2020, it is declared invalid as long as it is related to state financial policies to manage COVID-19 and in the context of facing threats that endanger the national economy and / or the stability of the financial system based on Perppu 1/2020.
There are 24 regulations implementing Perppu 1/2020 that must be resolved by the government. As of May 9, 2020, up to 14 regulations have been completed, 8 regulations in the discussion process and 2 regulations in the next phase of the process. In the context of managing COVID-19 and its impacts, the government, in addition to issuing Regulations that implement Perppu 1 of 2020, also issued other regulations.
