MALANG – The Provincial Government of East Java is encouraging the Regional Governments (Pemda) of Malang Regency, Malang City and Batu City to immediately complete the Regulations of the Regent (Perbup) and the Regulations of the Mayor (Perwali), which will become the cornerstone of the implementation of large-scale social restrictions (PSBB).

Perbup and Perwali, from the Malang Raya regional government, are expected to complete tonight based on Pergub No. 21/2020 on PSBB. This is because the response from the Ministry of Health (Ministerio de Salud) related to the presentation of the PSBB provision in the Greater Malang area has already come out.
“We presented a proposal for the PSBB Malang Raya yesterday morning. A letter of response from the Ministry of Health is likely to come out. Therefore, while we wait for that response to arrive, all the rules that will be the basis for implement the PSBB in Malang Raya, both Perbupnya and its Trustees, “said the Governor. East Java, Khofifah Indar Parawansa, Monday (05/11/2020).
For this reason, on Monday (11/5/2020), Khofifah specifically requested the Provincial Secretary of East Java (Sekdaprov), Heru Tjahjono, to lead a joint meeting of Forkopimda Malang, Malang Regency and Batu City, for the preparation of Perbup and Perwali as the PSBB Foundation.
The meeting that was held in the Malang Bakorwil Building was also attended by Danrem 083 / Baladhika Jaya, Colonel Inf Zainuddin, and also the Chief Commissioner of the Karo Ops East Java Regional Police, Muhammad Firman, and also attended by the Mayor of Malang, Sutiaji.
In a closed-door meeting, a series of planned regulations were discussed at Malang Raya during PSBB. The implementation of PSBB in the Greater Surabaya area is expected to be an example for better implementation in Malang Raya.
“One thing we must do when preparing PSBB in Malang Raya is to establish checkpoints, meeting places, markets, public facilities and limit human movements, it must be taken into account,” said Heru.
For example, to establish checkpoints, Heru emphasized that in the PSBB Surabaya Raya application the first day there was an accumulation of traffic flow at the Waru roundabout. Later checkpoints in the Malang Raya area that have features like Waru are expected to be more anticipatory.
Including traditional market environments that are quite vulnerable to co-19 spread. In Perbup and Perwali, which are now being compiled, Heru said there should be strict rules that traditional markets are regulated in physical distancing systems.

“Because according to the leadership of the Central Task Force, traditional markets so that there is no closure, so that economic activity can continue to function, but what must be emphasized is that physical distancing must be applied,” Heru emphasized.
Not only that, the coordination meeting related to the preparation of PSBB in the Greater Malang area also discussed the preparation of public kitchen points to support the implementation of PSBB, and also the preparation of social assistance from the Provincial Government to those affected by COVID-19.
“If the PSBB provision in the Greater Malang area has been issued by the Minister of Health, the system will also take place at the socialization stage. Then the appeal and reprimand, as well as the reprimand and action stage” he explained.
The Mayor of Malang, Sutiaji admitted, had mapped the community’s social and economic needs related to the implementation of the PSBB. “Tonight we will also complete the guardianship,” he stressed on Monday (05/11/2020).
While the head of the Karo Ops East Java Regional Police Police Commissioner, Muhammad Firman, added, there was no isolation of traffic lanes between the Greater Malang regions. “Later we will establish a checkpoint in the border area and traffic engineering.
