YAKARTA, KOMPAS.com – The government through the Ministry of Finance (Kemenkeu) declared that the vacation allowance (THR) for public officials (PNS), as well as members of the TNI and Polri will be delivered as scheduled this year.
Finance Minister Sri Mulyani Indrawati said that despite the country’s finances being tightened amid the coronavirus pandemic, the state civilian apparatus (ASN), including members of TNI / Polri, You will continue to earn THR rights this year.
THR is additional income that public officials may receive outside of the monthly salary. In addition to THR, another component of income for public officials is the 13th salary. So what is the difference between the 13th salary and the THR received by ASN?
THR
Unlike private employees, THR for public officials actually only appeared in 2016. The government grants the THR right to ASN as a substitute because there is no salary increase.

THR is paid to officials each year before Lebaran, the most immediate outlay is 10 days before Lebaran. The amount of THR depends on the respective government agencies, both central government ministries / institutions and regional governments.
The THR component generally includes base salary plus attached allowances. However, some agencies set the THR component that includes the base salary, inherent benefits, and additional performance allocations or tukin.
13th salary
Unlike THR, where not all agencies include a performance allowances component, the 13th salary certainly includes the base salary, inherent benefits, and performance allocations.

This makes the thirteenth salary generally greater than THR. The disbursement of the thirteenth salary is generally made mid-year. The thirteenth salary of this official is regulated in PP Number 35 Year 2019.

ASN THR disbursement decision contained in the Letter of the Minister of Finance Number S-343 / MK / .02 / 2020 addressed to the Minister of PAN-RB.
In the letter, Finance Minister Sri Mulyani made several changes regarding the granting of THR to public officials, TNI soldiers, members of the National Police, state officials and pension beneficiaries. This is because the government is currently focusing on managing the coronavirus or Covid-19 pandemic.
Sri Mulyani said that the only THR level III officials who received THR and fewer were not full, as in previous years. While Step I, II, and other officials did not obtain a THR.
According to him, the amount of THR for ASN includes the basic salary and the inherent benefits. Meanwhile, performance subsidies (TUKIN) are not included in this year’s THR PNS component.
To calculate the THR amount for public officials, the value is calculated based on the total base salary received by public officials and the benefits associated with them.

According to the Government Regulation (PP) No. 15 of 2019, the amount of the PNS basic salary is staggered according to the group and the length of service known as the group work period (MKG).
The following are the salaries of public officials of classes I to IV. The lowest to highest salary counts are adjusted based on years of service or MKG ranging from less than one year to 27 years.
Group I (primary and secondary graduates)

- Group Ic: IDR 1,776,600 – IDR 2,577,500

The food allocation regulated in the Regulation of the Minister of Finance (PMK) Number 32 Year 2018 is Rp.35,000 for groups I and II, Rp.37,000 for group III and Rp.41,000 for group IV.
Then public officials also obtain a husband / wife in the amount of 5 percent of the basic salary. Finally, the child allowance is set at 2 percent of the basic salary per child with a maximum provision of three children.
