The mechanism that must be approved is that the government disburses 50% first because it is still awaiting the results of the Audit of the Supreme Audit Agency (BPK). Because, if you follow the mechanism, then the DBH should not pay the government to the region to be paid in August or September of the following year, after BPK has completed the LKPP audit.

Therefore, the remaining KB DBH will be released after there is an official deficiency figure that the government must pay to the regional government according to the results of the BPK audit.

In total, the government allocated a DBH KB in 2019 worth Rp 14.71 trillion to all regions of Indonesia. However, as of April 2020, Rs 3.85 trillion had been distributed to 5 provinces and 113 districts of the city, including DKI Jakarta.

The acceleration of the award of underpaid DBH in 2019 is in accordance with the Regulation of the Minister of Finance (PMK) number 20 of 2020 on the distribution of the insufficient payment of profit sharing funds for the fiscal year 2020.

Finance Minister Sri Mulyani Indrawati emphasized that he had disbursed the Revenue Sharing Fund (DBH) Underpayment (KB) for DKI Jakarta in the amount of Rp 2.6 trillion. This is in accordance with the request of DKI Jakarta Governor Anies Baswedan.

However, the DBH KB granted was only about 50% of the total DKI DBH of Rp 5.16 billion. The DBH consists of the remaining KB of 2018 of Rp 19.35 billion and the KB 2019 potential of Rp 15.6 billion.
