Trubus explained that Indonesia is currently going through a disaster situation and health emergencies. This means, he said, that the country is not in a normal situation.

With the uncertain health and economic situation that is the impact of the prolonged outbreak, he is not sure that the public will accept the decision to increase the salaries of the ASN.

“People’s purchasing power has fallen drastically, household consumption is also a cause for concern, there are those who have exhausted their savings because of Covid. Now if this rises it could trigger social jealousy, ”he said.

According to him, it is not impossible for workers outside the ASN, especially those affected by the pandemic, to join forces and demonstrate to demand justice for their companies or the government for this policy.

He considered that this policy could provoke the ire of many private workers who were forced to suffer layoffs or pay cuts due to the impact of the Covid-19 pandemic.

Trubus said there was actually nothing wrong with the government’s desire to increase ASN’s wages, if it was carried out at the right time and with good consideration.

He suggested that the plan was carried out once the situation normalized. Also, it should be applied to ASN at the lowest level or in remote areas that have high risks to well-being.

Administrative and Bureaucratic Reform Minister Tjahjo Kumolo said his party is currently working on an increase in allocations for ASN.

He disclosed that with increased allowances, the salary of the ASN with the smallest rank could go up to 9 million rupees. The increase in allocations is scheduled to take effect in 2021.

“We also want to increase the ASN performance allocation to the maximum. Therefore, the lowest ASN employees should be at least Rp. 9 million to Rp. 10 million,” he said on Monday (12/28).

Meanwhile, the Finance Ministry stressed that the decision on the number and scheme of the ASN’s salary increase is still under discussion. The head of the Finance Ministry’s Information and Communication Services Office, Rahayu Puspasari, said his party was still reviewing the case with various related institutions.

“It is currently still in the interdepartmental review stage considering many aspects, including the impact on state finances in the short and long term,” he said.

Rahayu emphasized that the 2021 State Revenue and Expenditure Budget (APBN) was actually approved in Law Number 9 of 2020.

In this way, the implementation of the APBN for next year will follow the provisions stipulated in the regulations.

“In the US (APBN) it is said that the government is still focused on managing the pandemic and economic recovery,” he added.
