JAKARTA, KOMPAS.com – The Indonesian Solidarity Party (PSI) faction of the DKI Jakarta DPRD commented on the three-year leadership of DKI Jakarta Governor Anies Baswedan.
During his leadership, Anies was deemed to have brought at least ten things that were considered setbacks in the capital.
Setbacks are two things. First, a setback according to the assessment of the current condition compared to previous years.
Second, the ISP faction compared what has been achieved with the potential of the DKI Provincial Government.

“It should be remembered that, compared to other provinces, DKI Jakarta has a very large budget and has received extraordinary support from the central government. Do not allow budget, manpower and time to be wasted due to wrong choice of priorities. and the mismanagement of the bureaucracy, “said the president. The ten setbacks according to PSI are as follows:
1. Budget discussions are delayed, even appear to be delayed
Discussions on the 2021 draft APBD are more than 3 months late, leaving only 1.5 months to discuss tens of thousands of budget items.
The ISP is concerned, with the situation in the middle of a pandemic, it is feared that the discussion will rush so that many budget items have not been dissected, which will result in legal problems or public discontent in the future.
2. Budget transparency is considered poor at the time of planning and implementation.
Since 2017, the provincial government of DKI has opened a draft budget to the level of detail on the price of the budget components through the website apbd.jakarta.go.id from the RKPD phase, that is, in June or July of the previous year.
On this website, the public can view next year’s budget plan and then actively participate in providing suggestions and comments during the budget discussion period.
“However, during Governor Anies’ time, the budget documents were only opened after the governor and DPRD had finished discussing and agreeing. This means that residents only know about the budget after it has been discussed, so they don’t have room to pass on suggestions and comments, “said Idris.
3. The fate of the fund Commitment commission The formula E of 560 billion rupees is still unclear
The next thing that was criticized by the PSI in the Anies government was about Commitment commission Formula E is still unclear due to the postponement of the electric car racing event.
The DKI Provincial Government is known to have deposited money Commitment commission Rp 360 billion and Rp 200 billion for the Formula E committee.
“However, the intention of Governor Anies to return the 560 billion rupees has not yet been seen,” Idris continued.

4. Unclear budget priorities
Idris assessed that the budget priorities at DKI were unclear. He gave an example, in the APBD 2020, the Provincial Government of DKI prioritized the budget of the event that reached IDR 1.5 billion (including Formula E IDR 1.2 billion).
However, the budget for the construction of schools and sports centers was cut by 455.4 billion rupees and 320.5 billion rupees, respectively.
On the other hand, the budget is minimal for normalization and coastal embankments to deal with flooding, construction of light rail transport (LRT) and drinking water infrastructure. In fact, the potable water and LRT development budget was recently eliminated due to the APBD deficit.
Furthermore, in the National Economic Recovery program (PEN), which uses a loan from the Ministry of Finance, there are no normalization activities for rivers, coastal embankments, LRTs, and drinking water.
Although these activities are very necessary for the citizens of Jakarta.

5. The normalization of the river stalls for 3 years.
The river normalization program is planned for 33 kilometers (km). Until 2017, the river had normalized along the 16 km. However, from 2018 to 2020 there were no river normalization activities.
“In 2020, 8.2 km of land acquisition for water channels have been made. However, it is not clear whether in 2021 a budget for normalization of rivers has been allocated in the 8.2 km of land,” he said.
6. Realization of the naturalization of the river 0 percent
Standardization stalls, as is naturalization.
PSI recalled the promise of the electoral campaign, Anies issued the idea of the naturalization of the river, which is considered an ideal solution to solve the problem of floods.
Anies explained that naturalization means replacing concrete river walls in green areas to protect the ecosystem.

7. The completion of the 0 Rupiah PD program was only 0.26%
When he first took office, Anies was aiming to provide 300,000 houses over 5 years or 60,000 houses per year.
However, 3 years ago, only 780 houses were available or only 0.26 percent of the target. Of this number, only 278 are inhabited.
8. Phase 2 light rail transportation (LRT) construction remains at 0 percent
According to the Regional Medium-Term Development Plan (RPJMD), the construction of the LRT is planned for about 110 kilometers, divided into 7 routes.
In addition to the RPJMD, this project also appears in Presidential Regulation (Perpres) no. 55 of 2018 on the Jabodetabek Transportation Master Plan for 2018-2029 and Presidential Decree No. 56 of 2018 on National Strategic Projects (PSN).
The construction of the 1st phase of the LRT, which began on June 22, 2016 until the beginning of 2019, has completed the pioneering Kelapa Gading-Velodrome route of 5.8 kilometers and a depot capable of accommodating trains for all LRT routes.
However, construction of LRT phase 2 has not started. PSI questioned Governor Anies’ commitment to provide mass rail transportation in Jakarta.
9. Stagnation in the drafting of regional regulations on spatial planning, including those regulating the recovered islands
The list of spatial regulations to be discussed is the Regional Spatial Plan (RTRW), Detailed Spatial Planning (RDTR), the Zoning Plan for Coastal Areas and Small Islands (RZWP3K).
However, the DKI provincial government has not submitted the draft of the perda-perda. The result of the deadlock in the discussion of these losses is to disrupt the development of Jakarta and will have an impact on licenses.
“One result of the stalemate in the drafting of this regional regulation is that in June 2019, Governor Anies issued IMB for more than 1,000 buildings on islands C and D using only Governor Regulation (Pergub) No. 206 of 2016, even though the permit should have been strengthened by a space regulation, it has been discussed, “he said.

10. The contracts for Aetra and Palyja expire in 2023, but there is no preparation to take over the management of drinking water.
On April 10, 2017, a Supreme Court (MA) decision Number 31K / Pdt / 2017 was issued ordering the return of clean water management from the private sector (Aetra and Palyja) to the government (Pemprov DKI Jakarta).
One of the most important preparations is the inventory of assets controlled by the private sector that aims to avoid the loss of assets belonging to the Provincial Government of DKI.
“Unfortunately, both DKI Pemprov and PAM Jaya have not carried out an asset inventory, although the time is drawing near. PSI urges Governor Anies to immediately conduct an inventory of the drinking water assets in Jakarta,” concluded Idris.
