JAKARTA, KOMPAS.com – The wedding of Rizieq Shihab’s daughter, which took place in Petamburan, Central Jakarta, on Saturday night (11/14/2020), did not apply the precautionary protocol to prevent the spread of Covid-19.

According to Kompas.com’s observation, the guests poured out on Jalan Raya KS Tubun, where the event took place.

There is no need to maintain a minimum distance of 1 meter according to the protocol for the prevention of the corona virus Covid-19. Instead, they sat on the street very close to each other.

The large number of people who attended and the limited space made it difficult to apply the remote guard protocol. The event committee also did not provide a marker of which places could and could not be filled.

From the stage, the event committee did not appeal to Rizieq supporters who were present to maintain a safe distance from each other. The committee only remembered about the protocol using masks.

“Don’t leave it alone because a person does not wear a mask, we are harassed on social media,” the committee said.

The committee also distributed masks to guests and parishioners who did not bring masks or need replacement masks. However, there are still some who do not wear a mask with their chin lowered.

10,000 people

From the beginning, there were concerns that Rizieq’s daughter’s wedding ceremony would provoke a crowd. Because, this event was also held in conjunction with the commemoration of the birthday of Prophet Muhammad SAW. Therefore, Rizieq and FPI supporters who did not receive an invitation were also able to attend.

The committee also estimates that the number of attendees will reach 10,000 people.

“It is estimated that more than 10,000. Given the welcome that people love and miss, many miss Habib Rizieq,” said the head of the committee, Haris Ubaidillah.

The committee also urged the congregation to attend to maintain health protocols, such as wearing masks, keeping distance, and washing hands.

Facilitated by the Central Working Group

The large number of parishioners who will attend this event also received the attention of the Covid-19 Management Working Group at the central level.

But without prohibiting or disciplining, the Task Force helped facilitate this event by donating masks and gel alcohol.

The aid was delivered directly by BNPB Rustian’s Director of Logistics and Equipment Management to Rizieq’s residence on Saturday afternoon. 20,000 masks were provided, consisting of medical masks and cloth masks.

Rustian said this assistance was an effort to ensure that health protocols were properly implemented during the event.

“So the health protocol uses masks first, we bring masks and they must be used according to the correct use of masks,” said Rustian.

The spokesperson for the Covid-19 Management Working Group, Wiku Adisasmito, emphasized that this assistance was provided because the Working Group was responsible for public health.

When asked why the event that had the potential to generate crowds was not banned, Wiku did not give clear reasons. He only said that he was the authority of the Regional Working Group.

“The authority to control Covid-19 in the regions is given to the Regional Covid-19 Working Group,” he said.

The local government only appealed

Meanwhile, from the beginning, the local government did not ban Rizieq’s marriage.

DKI Jakarta Deputy Governor Ahmad Riza Patria only asked for marriage and the Prophet’s birthday to carry out the health protocol.

“We also ask that there be no crowds, congestion, so hopefully there will be a blessing from the family and their children who are married to become a Sakinah, Mawadah, Warohmah family,” he said.

The mayor of central Jakarta, Bayu Meghantara, sent a letter to Rizieq and the chairman of the Prophet’s Birthday Committee. The letter was sent to Rizieq’s side the day before the event started.

In the letter, Bayu recalled that health protocols must be implemented during the event. One of them is that the number of participants should not exceed 50 percent of the place of the activity.

The head of Petamburan Urban Village, Setiyanto, stated that his party is working with the event committee to ensure that the Covid-19 prevention protocol is adhered to. The kelurahan also helps prepare a series of installations.

“We are helping hand washing stations, restrooms and ambulances, and installing banners appealing to (obey) health protocols,” he said.

Rules for wedding reception amid Covid-19 pandemic in Jakarta

Wedding receptions in Jakarta are beginning to be allowed during this transitional period. However, there are a number of provisions that event organizers must follow.

For home or mosque wedding receptions in the meeting room, a proposal should be sent to the DKI Jakarta provincial government.

DKI Jakarta Deputy Governor Ahmad Riza Patria said that most importantly, the presentation was based on the provisions of a predetermined health protocol.

“Those who present can be private if they are in houses, towns, the important thing is that all present proposals according to what is established,” he said.

Meanwhile, for a wedding reception in the building, the building manager must apply for a permit from DKI Jakarta’s Creative Economy and Tourism Office (Disparekraf).

The provincial government will then review the readiness of each building to implement health protocols.

Health protocols that must be adhered to include a maximum capacity of 25 percent, the requirement to wear a mask, distance between visitors of at least 1.5 meters, and the provision of hand-washing facilities.

Visitors are also prohibited from passing or changing seats.

The next rule is that eating and drinking utensils must be sterilized, while serving food at a buffet is prohibited.

Wedding attendees must wear a mask, maskand gloves.

So precedent

University of Indonesia epidemiologist Pandu Riono lamented the crowd’s carelessness that was caused by the Rizieq Shihab event. He considered that negligence would set a bad precedent.

“This is a bad precedent if violations remain,” Pandu said.

Pandu emphasized that large-scale transitional social constraints (PSBB) should apply to all levels of society. You are not exempt from these rules.

“Wedding reception is allowed, but there are rules regarding the capacity of guests and others. That must be followed,” he said.

Australia’s Griffith University epidemiologist Dicky Budiman assessed that new Covid-19 transmission clusters are highly likely to emerge from the emerging crowd.

According to Dicky, any type of audience has the potential to create a new cluster.

In addition, it was also unknown where the masses were arriving, so the potential for transmission was enormous and tracking was difficult.

Although after the crowd there will be no Covid-19 transmission groups, this does not mean that it is safe.

“How come the cluster is not visible in this case? The problem is due to the low level tests. This does not mean that it is safe, “he said.
