Facing financial constraints due to the shutdown, the state government decided Tuesday to scrap seven assignments given to its employees, including the police force. The government hopes to save at least Rs 1.5 billion a year through the measure.

Previously, the government had decided to freeze these allocations for almost a year, but later, during a review, it was noted that these allocations were granted beyond the recommendations of the seventh pay commission, and therefore, according to a notice issued by the State Department of Finance on Tuesday, all of these subsidies have been “abolished” entirely.

These include city compensatory grant, secretarial grant, special grant for those in the crime section of the police department, CBCID, anti-corruption organization, Economic Crime Investigation Department, Surveillance Establishment, Special Investigation Branch, etc. It also includes employee incentive grant for governance promotion, provision given to holders of provident fund records, research allocation and design allocation for officials and employees of the Department of Public Works, etc., as well as allocation of I&P to irrigation officials.

Previously, the government had decided to suspend these allowances until March 31, 2021, in a decision made in conjunction with the freezing of the allowance allowance and relief of compensation for its employees and pensioners. There are almost 16 lakh employees in the state.

A senior finance department official said: “These assignments were awarded beyond the seventh pay commission and were not even awarded to employees of the Central Secretariat.”

The official added that a few years ago incentives such as e-governance were introduced to ensure employees are interested in such newly introduced methods. Over the years, employees have become comfortable with the system and there is almost no need for such an assignment.

The government also argued that, unlike other states, the UP government has not deducted wages from its employees.
