MUMBAI: The government of Maharashtra lifted the restriction on movement between districts of people and goods on Monday, and increased attendance at its offices by announcing a series of relaxations by extending the general blockade imposed by Covid-19 in the state until 30 December. September.
He said that hotels and hostels will be able to operate at 100 percent capacity from September 2, but that schools, universities, movie theaters and swimming pools will remain closed until September 30.
The easing of restrictions came even as Maharashtra continues to record a record number of new coronavirus cases with no flattening of the curve in sight in the state.
The government announced that there will be no restrictions on the movement between districts of people and goods, including cross-border trade under treaties with neighboring countries as of September 2.
A separate electronic permit / approval / permit will not be required for vehicles and the people riding in them for such movements, the government said in its Start Over Mission order encapsulating the “Unlocking” rules.
The government also allowed the movement of passengers in private buses / minibuses and other operators. The Transportation Commissioner of the states will issue the standard operating procedure (SOP) for the same, according to the order.
The government said unrestricted outdoor physical activities will be allowed, but did not mention the reopening of gyms and temples.
Officials from Group A and Group B of the Maharashtra government are able to attend 100 percent full force offices across the state starting September 2.
Other government personnel may attend offices with 30 percent of their strength or with a minimum of 30 employees, whichever is greater, in areas under municipal corporations in the Mumbai Metropolitan Region, Pune and Pimpri-Chinchwad and others, all the critical points of Covid-19.
In the rest of Maharashtra, non-Group A and Group B employees can attend the office to the extent of their 50 percent strength or a minimum of 50 employees, whichever is more, depending on the order.
The government said that private offices can operate up to 30 percent of their force based on requirements.
The government also called for the appointment of a surveillance officer in each office to ensure that social distancing rules are observed to contain the spread of Covid-19.
All essential stores that were allowed to stay open until the last order will continue to do so, the government said.
All non-essential stores will be allowed to continue based on relaxations issued from time to time and liquor stores will continue to operate, he added.
The Uddhav Thackeray government made it clear that schools, colleges, educational and training institutions will continue to be closed until September 30 and reiterated that online / distance learning will continue to be allowed and will be encouraged.
