NEW DELHI: The Union Ministry of Education has issued guidelines for the reopening of schools after October 15 during the Unlock phase 5. According to the guidelines issued by the Center, schools and training institutions can be opened from staggered way; however, the decision to open them corresponds to the states and territories of the Union.
Uttarakhand Doon School will reopen on October 15
Even when Uttarakhand has yet to make a decision about opening schools in the state gradually. The school administration cannot blame the parents and hold them solely responsible. The responsibility will lie with the schools respectively.
State spokesman and Cabinet Minister Madan Kaushik said in a statement that schools alone will not have the responsibility to control the spread of COVID-19 among users. He added that neither the school administration nor the district education department can escape their responsibility.
“Along with the schools, the officers will also be responsible for the safety of the children. The safety of the children and the maintenance of social distancing will be taken over by the schools,” he said.

Schools in Delhi-NCR closed until October 31
The Delhi government has extended the closure of schools until October 31 due to the coronavirus pandemic despite the fact that the Center allows the reopening of schools from October 15 in a phased manner.
In the National Capital Region (NCR), some schools have reopened for students in classes 9 to 12 to come voluntarily to seek academic guidance. NCR covers the whole of Delhi and certain districts of Haryana, Uttar Pradesh and Rajasthan.

Schools in Punjab to reopen on October 15
The Government of Punjab has issued new guidelines for the opening of schools from October 15th. According to the new notice issued by the Punjab government, initially only classes 9 to 12 will be allowed and no more than 20 students will be allowed per section.
On October 3, the Interior Ministry announced the opening of more activities in areas outside the containment zones and issued guidelines on the matter. The new rules are based on feedback received from States and UT, and on extensive consultations with the Central Ministries and Departments involved.
As the new guidelines for Unlock 5.0 go into effect on October 1, various services will resume on October 15. From schools, colleges and training institutes to movie theaters, they have been allowed to resume services as of October 15.
