The fourth phase of the COVID-19 coronavirus lockdown relaxations is scheduled to end on September 30 and Unlock 5.0 will begin from October 1. It should be noted that the Center has not yet announced any guidelines for Unlock 5.0, but it is expected that many new relaxations will occur in the next phase of unlock.
In the recent meeting with the chief ministers of the seven most affected states, Prime Minister Narendra Modi told the CM that steps must be taken to implement the idea of “micro-containment” zones. The prime minister also advised the top ministers of these states, which also included Delhi, to refrain from imposing closures and curfews for one or two days a week.
Now that India is ready to enter the festive season, speculation abounds that the Center would announce a series of relaxations and open more activities to the public.
In particular, when issuing the guidelines for Unblocking 4, the Home Office had specified that individual states cannot impose blockades on their own without consulting the Center.

Economic activities
Although the MHA had allowed the resumption of activities in restaurants, shopping centers, lounges and gyms, it is expected that from October more economic activities with physical distancing will be allowed.
Prime Minister Modi has also urged states to re-evaluate containments and closures in a way that slows the spread of COVID. “Because of this, economic activity should not face problems … We have to increase our focus on effective testing, treatment and surveillance, and clear messages,” he said.

There is much speculation that the Center would allow the reopening of theaters as of October 1.
In August, the secretary of the Ministry of Information and Broadcasting, Amit Khare, suggested to the MHA a formula for seating arrangements for movie theaters. Khare had suggested that alternate seats in the first and next row would be kept vacant to maintain social distancing.
West Bengal recently announced that movie theaters will be able to resume their activities from 1 October, “with 50 participants or less.”

A few days ago, the Uttarakhand government allowed tourists to enter the state without any negative reports or institutional quarantine rules.
Academic
On September 21, several schools across the country resumed their activities for students in classes 9-12 and are likely to continue into the next month. Elementary classes are expected to be closed for a few more weeks.
Universities and colleges have already started taking admissions tests and the new academic year is ready to begin through online classes.
