UGC Releases Revised Academic Calendar 2020-21: Classes Will Begin November 1, Announces Ramesh Pokhriyal


A revised academic calendar approved by the University Scholarship Commission (UGC) now states that classes for freshmen will start from November.

Education Minister Dr. Ramesh Pokhriyal Nishank announced the date change in a Twitter post, stating:

In a separate tweet, the minister also noted that to avoid the financial burden faced by parents due to the lockdown and related factors, a full refund will be made on account of all student admissions / migration cancellations, until November 30.

According to a report by The Indian Express, the UGC had first published an alternative academic calendar for higher education institutions on April 29 in which it had stated that universities should take their final year or terminal semester exam from July 1 to 15 and declare the results at the end of the month. First year classes were scheduled to start on September 1.

However, the dates were reviewed in July with the Union Ministry of Human Resource Development (HRD), stating that the final semesters / final year exams at universities will be held at the end of September.

“The terminal semester will be carried out by the universities at the end of September 2020 in offline mode (pencil and paper) or online or combined (online + offline),” UGC had stated in a letter.

With the latest revision, the UGC has moved forward the first day of the academic year from September 1 to November 1.

In case of delay in the declaration of results, the universities will be able to plan and start the academic session before November 18. In an interaction with The New Indian Express, Bhushan Patwardhan, Vice President of UGC, said there is no hard and fast rule about holding online and offline classes. He went on to add: “Institutes that complete their admissions process earlier can start their academic year earlier and do not need to wait until November 18. The room for maneuver was given considering the situation in Maharashtra, where exams will end in October.” .

The report added that after November 30, the total fee charged to a student will be fully refunded after deduction of no more than Rs 1,000 as processing fee, on cancellation / withdrawal of admissions until December 31.
