The retired High Court judge, Judge P. Kalaiyarasan, has been appointed investigating officer to examine complaints alleging financial irregularities and malpractices.
The Tamil Nadu government ordered an investigation against the vice-rector of Anna University, MK Surappa, for allegations of financial irregularities, bad practices in semester exams and revaluation at the university.
The retired Superior Court judge, Judge P. Kalaiyarasan, has been appointed Investigative Officer in accordance with the provisions of the Anna University Act 1978. The Investigation Officer will present his report within three months, according to an order of the government.
The order said prima facie that “the allegations are of a serious nature”, justifying an investigation against Mr. Surappa.
Among the terms of reference for the research are: Investigate the operation of the University of Anna and if its activities in all respects conform to the Anna University Law of 1978 and the various statues framed in it, during the mandate of Mr. Surappa.
Judge Kalaiyarasan will also inquire about temporary appointments and other hires made on the academic and administrative side of the university during Mr. Surappa’s tenure. It will also report on the amounts received by the varsity team during its tenure in terms of fees, attendance, donations, grants, etc.
The investigation will also analyze whether there were any lapses or abuse of official position by any of the people related to the university during their tenure. “If such allegations are proven to be true, please suggest appropriate ways and means to prevent such recurrences in the future,” the GO said.
The complainants include: A. Suresh from Tiruchi, C. Varadharajan, Selladurai from “Save Anna University” and R. Adhikesavan.
