As India moves toward the end of the third phase of the national blockade implemented to stem the spread of the coronavirus, News18 contacted eleven states to discover their strategies on how they plan to execute the fourth phase.

Punjab

Sources in the prime minister’s office said the blockade will continue. However, the curfew relaxations will be further increased. The state has asked for more voice on the state of the area and micro planning along with the search for more central fiscal support. Highly located sources reported that the state has also sought conditional opening of MSMEs in red zones.

Hariana

The lock with modifications is likely to continue in the state. Along with this, borders will remain restricted with conditional access. State transportation will begin in 10 districts. The state also plans to resume bus services to the Delhi railway station starting May 18. Industrial and commercial activity will increase in the fourth phase of the blockade.

Himachal Pradesh

Sources in the prime minister’s office reported that the closure and the modified curfew with increased commercial activity will be the main focus. State borders will remain closed with restricted entry. Industrial and commercial activity will recover slowly. The state government will seek more permits for economic activity. It is planned to increase intra-state movement. The state government plans to be stricter than other states in managing the incoming movement.

Odisha

The sources reported that Odisha will have strict closure standards only in containment areas. Other areas will have relaxed blocking rules with a focus on social distancing.

Uttar Pradesh

In the most populous state in India, the blockade will continue in the red zones. However, a third of the stores in a market will be able to open outside of the sealed places in the red zones.

Private offices have already been allowed to open with 50 percent staff. Manufacturing and agricultural activity has already resumed under certain conditions.

In the orange and green zones, normal life with restrictions will continue. Shopping malls, gyms, restaurants, schools, etc. will not open.

Bihar

State government sources reported that the blockade will continue along with the relaxation of commercial activities in certain sectors, especially in rural areas and the retail sector.

Gujarat

The lock will cause certain relaxations to continue in the state. The offices in red zones also (outside the containment zones) will be able to open with 30% of personnel for a few hours in a day. However, the blockade will be strict in the containment areas. The final call will be made according to the indications of the Center.

Madhya Pradesh

According to sources from the Prime Minister’s office, economic activities will begin in green areas. It is possible that stores open in the green zone under the odd and even formula. Areas of the red zone that have survived the infection will also witness controlled economic activity.

Rajasthan

Except for the affected areas, the Rajasthan government is not in favor of further extending the blockade. The government wants economic activity to begin in the green zone. CM Gehlot has demanded to the prime minister that the determination of the area for closure be at the state level so that economic activities can begin.

Assam

State government sources said Assam is in favor of extending the blockade for another two weeks. Assam will have strict blocking rules only in containment areas. Other areas will have relaxed blocking rules with a focus on social distancing.

The blockage will relax in phases, however it all depends on the number of new cases detected.

Maharashtra

The Maharashtra government expressed on Thursday its intention to extend the closure in the Mumbai Metropolitan Region (MMR), Pune, Solapur, Aurangabad and Malegaon until May 31, which have emerged as hot spots for COVID-19 in the state, A senior official said Thursday.

The possibility of extending the restrictions in these places was discussed during a meeting chaired by Prime Minister Uddhav Thackeray on Thursday.
