The bidding process for the Bengaluru Safe City Project, from various countries, has exposed cracks in the main IAS / IPS circles within the Karnataka government over alleged double standards in the treatment of corruption charges. A letter from senior IPS official D Roopa to Chief Secretary Vijaya Bhaskar (dated Tuesday) highlighted details of the inaction regarding corruption charges against another senior IPS official, Hemanth Nimbalkar.

The letter accessed by TNM highlights the lack of disciplinary action not only with respect to the Safe City Project, but also the multi-crore IMA scam where he has been indicted by the Central Bureau of Investigation. It has also sought “an independent investigation and appropriate action” against these delays or inaction by the CS in this letter.

In this letter, Roopa has alleged that while the Department of the Interior had launched an immediate investigation against a “false and motivated” complaint against him, it has been hesitant to do the same against Nimbalkar even months after the IWC requested a sanction. of prosecution. The letter mentions that the CBI has requested a prosecution sanction in September 2020.

His letter reads: “However, for months the ACS, Department of the Interior, Sri Rajneesh Goel IAS has not submitted the draft of the important disciplinary procedures to the DPAR (Services). These delays are deliberate and help Shri Hemant Nimbalkar, IPS. Please compare this with the immediate and lightning-fast approval of the investigation by the same ACS, Department of the Interior, Sri Rajneesh Goel IAS on the false and motivated report by Shri Hemant Nimbalkar presented on the subject of the Safe City Project “.

Nimbalkar has been indicted by the CBI in the IMA case along with other co-defendants. In his letter, Roopa noted that while the junior police officers charged in the IMA scam were suspended, there has been no action against Nimbalkar and another IPS officer (Ajay Hilori).

He also noted that the Ministry of the Interior has not taken any action on the complaints filed against the bidding process for the Safe City Project carried out by Bharat Electronics Limited (a public sector unit).

By the way, there were other complaints filed against the bidding process by anti-corruption activists and the JD (S).

However, Roopa has maintained that the Chief Secretary himself made her part of the decision-making process.
