NEW DELHI: Delhi Police Haven’t found anything like this before. The end of the truncated Republic Day Parade this year around noon will not lead to any lowering of wakefulness. Reports of tractors arriving at the borders from neighboring states have been pouring in and no one can risk guessing the final figure. The police have tried to keep it below 20,000, and 5,000 tractors and the same number of people are allowed to enter at each border between 12:00 and 17:00. Intelligence reports say that containers with three or four tractors each have been moving on national roads, bound for Delhi.
The portion of the rally originating from the Singhu border will pass through Kanjhawala, Bawana, Auchandi Border and KMP Expressway, while the Tikri portion will pass through Nangloi, Najafgarh and Western Peripheral Expressway. Another stream from Ghazipur will pass through the border of Apsara and Hapur. All three will return to their points of origin.
Delhi police have banned any tractor with modifications or armor-like structures from joining the rally. “The organizers must ensure that no carts, bullock carts, rickshaws, handcarts and animals such as horses, elephants or camels are brought to the rally. Any other vehicle, including two-wheelers, JCB, hydra, trolley or modified tractors with other accessories are not allowed “, reads a letter to the organizers.
The organizers must deploy 2,500 volunteers on the approved routes. They must be easily identifiable with a distinctive outfit or identification mark and their contact details must be communicated to the police.
They have also been asked to ensure that the entire carriageway of a highway is not blocked and that two-thirds of the space is kept free for the movement of traffic. This may not necessarily prevent the traffic disruption on Tuesday. Tractors must keep moving and no dharna or demonstration will be allowed on the way to the rally.
Certificates of no objection from land owning agencies, as well as BSES, NDPL, Delhi Fire Service and other agencies, have been made mandatory and must be submitted in original if any police officer requests the documents. The names and phone numbers of the peasant leaders have been distributed and will be available during the rally for coordination.
Participants must not consume intoxicating substances or drugs and engage in disorderly conduct and the organizers have taken responsibility for ensuring this. Legal action and withdrawal of permission will follow any violation. Stunts, martial arts display, and acrobatic driving are also prohibited. The use of firecrackers or any type of combustible material is also prohibited.
“The above permit would be considered invalid during any VIP movement or any other emergency. Weapons such as firearms, swords, spears, mashaals and lathis will not be carried, including religious symbols other than those allowed, ”the letter says.
Organizers, police said, will need to make arrangements for potable water, medical aid and firefighting equipment in consultation with civic agencies and other locals on the rally’s proposed routes.
