New Delhi: As India repatriation exercise continues, the Union ministry of home affairs has outlined the strict protocols for non-residential Indians to return to their countries of destination.

On Sunday, the Union ministry of the interior issued a new order, declaring that “Such persons shall be of application to the ministry of civil aviation or to any agency designated for MoCA for this purpose, along with the necessary details, including the places of departure and of arrival as prescribed by MoCA.”

However, in an attempt to avoid the covid-19 outbreak spiral out of control, the Centre has attached strict conditions for the return of non-residents, in foreign countries.

The ministry has indicated that only those people who are allowed to travel to India to their destination countries if your visa for that country that is valid for at least a year, or that the passenger is a green card or OCI (overseas citizen of India) card holder. However, the centre has made a concession to the people who are going to travel for a medical emergency or death of a family member, with the passengers who are required to have a visa valid for six months.

While his journey from India will be in “non-scheduled commercial flights that are permitted by the MoCA to bring back stranded Indians,” on the basis of confirmed tickets, the ministry of civil aviation will also be required to ensure the scope of the travel restrictions in the country of destination, and whether or not plaited of non-residents will be allowed to enter the country of destination.

At the same time, the cost of the trips will have to be borne by the passengers themselves and “only asymptomatic passengers will be allowed aboard the flight.”

The MHA also reiterated that the protocols that have been issued for the repatriation of Indians who had been stranded abroad. While the ministry has said that the Indians stranded abroad should register with the Indian missions in the country, priority will be given to cases of distress, including migrant workers who have been laid off, as well as people faced with the expiration of short term visas, people with medical emergencies, pregnant women and the elderly. Forced to return to India, due to the death of a member of the family, and the students will also be given priority.

However, even among returnees, only asymptomatic passengers will be allowed to board the flight for repatriation.
