More than 9,300 positions in the Military Engineers Service (MES) will be abolished after Defense Minister Rajnath Singh approved on Thursday a proposal made by the Army Chief Engineer, the defense ministry said in a statement. The MES is a construction and maintenance agency for the armed forces and has an annual budget of around Rs 13 billion.
The abolition of the posts is one of the direct results of the recommendations made by Lt. Gen. DB Shekatkar’s committee report on improving the army’s combat potential and cutting its income.
“One of the recommendations made by the committee was to restructure the civilian workforce so that MES’s work could be done in part by staff employed by the department and other jobs could be outsourced,” the ministry’s statement on the abolition said. of 9,304 posts. of the total of 13,157 vacancies of the basic and industrial personnel of the MES.
The ministry said the recommendation to cut jobs aimed to make the MES an effective organization, with a more agile and well-equipped workforce to handle complex problems in an efficient and profitable manner.
Welcoming the move to abolish the posts, Shekatkar said this was an important step towards the progressive reduction of the workforce in the coming years.
“MONTH is a concept from World War II. It is a drain on our resources. It is very important to spend our resources judiciously. There will be no increase in the defense budget for the next two to three years due to the situation created by Covid-19. We have to use our money wisely as our adversaries will not wait for us to develop capabilities, “Shekatkar told the Hindustan Times.
The MES is responsible for the design, construction, and maintenance of the entire infrastructure for the Army, Navy, and Air Force, but experts believe that outsourcing these jobs is a better and cheaper option.
The Shekatkar panel made 188 suggestions, of which 99 have been accepted by the ministry and others are under consideration.
The recommendations refer to various organizations, including the MES, the Defense Research and Development Organization, the General Directorate for Quality Assurance, the General Directorate for Defense States, the Artillery Factory Board and defense accounts.
