As the domestic flights resumed on Monday, the Punjab government changed its guidelines to district administrations handling of the arrivals hall at least four times in less than 24 hours. The flip-flop confusion created by the authorities of the districts handling of the landings in the soil.

After CM Amarinder Singh Saturday announced that all those landing in the state on domestic flights, you will need to be at home or in an institutional quarantine for 14 days, the state of the bureaucracy issued four different sets of guidelines and until Monday night it was not clear beyond all doubt that the SOP needed to be followed.

“In less than 24 hours, we have had four sets of guidelines and what is finally adopted in the land will be after solving a jig-saw puzzle,” a government official said.

Almost 24 hours after the CM spoke on Saturday, it was not clear until Sunday night how the quarantine would be put in operation for a number of travelers who do not want to be in the state for more than a day or a couple of hours.

First instructions for CS

Then, the government came up with guidelines of late Sunday night, with the Chief Secretary, Karan Avtar Singh has written to the countries in development, with a rider that all who belong to Punjab, that the land in any state of the six airports at bathinda, Mohali, Amritsar, ludhiana, India and Pathankot, it will be put to the test with the RT-PCR kits and the positive results will be sent to an institutional quarantine and the negative trials would be sent home for quarantine.

“It is not that residents of other states, that the land in the Punjab, do not pose a Covid threat. But we don’t know what to do with them,” an official in one of the five districts had been declared.

On the morning of Monday, the government asked the developing countries to random testing. This, as were the fears of the tests, so that many of the passengers everyday would put pressure on the resources of the state.

When the developing countries were yet to issue orders, Principal Secretary, Health, to Anurag Aggarwal issued revised guidelines, asserting the superiority in the earlier guidelines.

The guidelines issued by the Director Secretary of Health stated that all travelers entering in Punjab that are asymptomatic or negative results in the tests you will need to remain under home quarantine for 14 days.

These, he said that international travellers, however, will have to compulsorily undergo institutional quarantine for at least seven days.

The revised guidelines said that the international travelers, the people that are coming through Punjab airport or port/or landport will have to hand in a self-declaration of your personal and health details for the state and will be shown in your entry.

Passengers found to be symptomatic during the investigation will be taken to a health center for the test. If the test is positive, would be sent to Covid Care Centres. Asymptomatic passengers and the negative test could be taken in payment institutional quarantine (government/hotel quarantine) on the basis of payment and will have to undergo test on the fifth day.

If the test is negative, you can go home at the end of seven days, but will be asked to home quarantine themselves and monitor their own health for another week. Have to submit a written commitment about this, the officials of the health, these guidelines said.

Those who test positive will be taken to a government installation of insulation. Only in exceptional circumstances, such as pregnancy or the death of a member of your immediate family or a severe mental illness will be a deputy commissioner to allow it to quarantine in the country. The state department of health must be informed of such cases, the guidelines added.

For domestic travelers the revised guidelines dropped the test-all protocol, and said that will be screened at the state of the input points, and only those who have Covid-19 symptoms will be taken to a health centre for testing.

From there, those who test positive will be sent to a Covid Care Centres. Those who are asymptomatic or tested negative will be allowed to go home after the presentation of a company that they were going to quarantine themselves for 14 days.

These guidelines finally clarified that the frequent travelers there would be no need to quarantine. They were classified as interstate travelers, who have to travel outside of Punjab, such as MP/MLA, vendors, carriers, doctors, journalists, executives, engineers, marketers, and consultants.

Commissioners and Sub-Divisional Magistrates said the question happens to these people after they have committed themselves to self-monitor their health.

After these consolidated guidelines, Special Secretary, Health, Isha Kalia, in another order of DCs, stated that only the national arrivals, who are symptomatic would be put to the test. Those symptoms would be sampled at random.

The sampling would be conducted in the airports itself.

In the meantime, until Monday night, Amritsar airport poorly received two flights from Jaipur and Delhi. While 16 passengers arrived from Jaipur, 25 to reach new Delhi.

Two flights departed from Amritsar, the flight Patha carried 39 passengers and up to 31 embarked on the flight to Delhi. Two flights were cancelled to and fro Mumbai for operational reasons.
