The 3,064-page charge sheet, filed under the Unlawful Activity (Prevention) Act and various sections of the Indian Penal Code against Singh and five others, provided a graphic description of the police officer’s involvement in providing shelter to the terrorists from the prohibited group.
The charge sheet said that he had saved the number of his contact in the High Commission of Pakistan as ‘Pak Bhai’ (Pakistani brother). The contact had been assigning him various tasks including the deployment of forces and the arrival of “VIP” to the Kashmir Valley.
After becoming engaged to Hizbul Mujahideen, Singh was asked by his Pakistani manager to establish a contact with the foreign ministry so that espionage activities could take place there.
However, Singh was unable to advance the nefarious plan by Pakistani embassy officials, the NIA officials said.
The charge sheet, filed in the first week of July, has accused Singh and others of allegedly waging a “war against India” with the help of Pakistan-based terrorists and members of the country’s high commission in Delhi.
In addition to Singh, others named in the charge sheet are the self-described commander of the terrorist group Hizbul Mujahideen Syed Naveed Mushtaq aka Naveed Babu, his brother Syed Irfan Ahmad, as well as the alleged surface worker of the group Irfan Shafi Mir, alleged accomplice Rafi Ahmad Rather and businessman Tanveer Ahmad Wani, former president of the Line of Control Merchants Association.
In detailing the conspiracy, the NIA alleged that Deputy Superintendent of Police Singh, who is in jail here, was “in contact with certain officials of the Pakistan High Commissioner in New Delhi through secure social media platforms. The central agency said on the charge sheet that the investigation into the case has “made it clear that the Pakistani establishment has been devising all possible ways and means to finance, arm and sustain the terrorist activities of the banned terrorist organization Hizbul Mujahideen.” .
Singh was arrested on January 11 this year along with Naveed Babu, Rather and Mir, a defender, when his car was intercepted by the Jammu and Kashmir police near Qazigund on the national highway that connects the Valley with the rest of the country. .
A search of the vehicle resulted in the recovery of an AK-47 rifle, three pistols and a cache of ammunition and explosives. The NIA took over the case on January 17.
The investigation found that Singh, in an apparent attempt to protect Naveed Babu, had transferred him and the defender to Jammu and arranged a safe haven for them in the city in February last year.
Singh used his own vehicle for the Hizbul Mujahideen terrorist movement and also assured them that they would assist in the acquisition of weapons, the NIA alleged.
Investigations show that the defendants were obtaining arms and ammunition from across the border with the help of arms dealers and Singh. These weapons were later used for terrorist activities, he said.
