Finance Minister Nirmala Sitharaman, in announcing the second tranche of the economic stimulus package, said ration cards will be portable to allow migrant workers access to food grains in all states. The “one nation one ration card” scheme will be fully operational in March 2021.

About 67 million beneficiaries in 23 states covering 83% of the PDS population will be covered by national portability in August, while full portability will be achieved in March of next year.

The FM also said that eight migrant workers who do not have a central or state PDS card will receive 5 kilograms of grain per person and 1 kilogram of “chana” over the next two months.

Previously, the Supreme Court had asked the Center to consider the feasibility of “temporarily” adopting a nation’s ration card scheme during the ongoing coronavirus closure period to allow migrant workers and economically weaker sections ( EWS) obtain subsidized food grains.
