Naga Group Hardens Stance, Says Separate Flag and Constitution Mandatory

Nagaland’s main armed rebel group involved in the peace talks, the NSCN-IM, said on Friday that without a separate flag and constitution, the peace agreement with the central government will not lead to an honorable solution.

A joint meeting of the NSCN-IM council on Friday deliberated on the “historical and political rights of the Naga people” and how the “Indo-Naga political talks” got here.

The meeting was held at the Hebron headquarters near Dimapur in Nagaland. The NSCN-IM’s hardened stance comes at a time when peace talks have stalled due to differences between the group and interlocutor RN Ravi, the governor of Nagaland.

“The chamber had unanimously adopted the resolution to reiterate NSCN-IM’s position that the national flag ‘Naga and Yehzabo (constitution) must be part of the Indo-Naga political solution to qualify the Naga agreement as honorable and acceptable,” NSCN-IM said in a press release.

They also added that the center and the NSCN-IM must seek a “final agreement” based on the historic Framework Agreement signed on August 3, 2015.

This comes at a time when a delegation of top NSCN-IM leaders, including Secretary-General Thuingaleng Muivah, is camping in New Delhi to carry out talks with officials from the Interior Ministry and the Intelligence Office, without Mr. Ravi.

The idea is to resolve the differences and work towards a possible final agreement for the talks that have been held since 1997, the sources said.

Last month, in a radical departure from the government line on the issue, NSCN-IM had claimed that the center had recognized the sovereignty of the Naga people through the framework agreement signed in 2015 that agreed that the Naga will coexist but not merge. with India.

Meanwhile, according to government sources, the joint platform of other Naga armed groups, Naga National Political Groups (NNPG) have said they are willing to sign the peace agreement without the flag and the constitution.
