Under the new guidelines, the Center has allowed the reopening of Metro services throughout the country in a phased manner as of September 7.
Open-air theaters will be allowed to open from September 21, as per guidelines, the MHA it said in a statement.
He said social / academic / sports / entertainment / cultural / religious / political functions and other congregations will be allowed with a limit of 100 people starting on September 21.
Schools and universities will remain closed until September 30. Swimming pools, amusement parks and theaters will also remain prohibited.

The statement said that students in classes 9 through 12 will be allowed to visit their schools in areas outside the Containment Zones on a voluntary basis to receive guidance from their teachers. “This will be subject to the written consent of your parents / guardians,” she added.
He said institutions of higher education for research scholars (PhD) and graduate students from technical and professional programs that require laboratory / experimental work may be allowed by the higher education department in consultation with MHA.
The MHA also clarified that state / UT governments will not impose any local (state / district / subdivision / city / village) blockades, outside the containment zones, without prior consultation with the central government.
The MHA said there will be no restrictions on the interstate and intrastate movement of people and goods. No separate permission or electronic permission will be required for such movement,

The Center said the lockdown on all containment zones will remain in effect.
In its guidelines for Unlock 3, the Center had raised night curfew and it allowed the reopening of hotels, shopping centers and restaurants.
