The Unlock 5 guidelines, issued by the Ministry of the Interior, as of October 1 will remain in effect until October 31.
What’s new in Unlock 5?
* Cinemas / theaters / multiplex cinemas will be allowed to open with up to 50% of their seating capacity, for which the SOP will be issued by the Ministry of I&B.
* Pools used for training of athletes to reopen from October 15.
* For the reopening of schools and training institutions, state / UT governments have had the flexibility to make a decision after October 15, 2020, in a phased manner. The decision will be made in consultation with the management of the respective school / institution.
* The Department of Higher Education (DHE), the Ministry of Education may make a decision on the timing of the opening of colleges / institutions of higher education, in consultation with the MHA, based on the assessment of the situation.
* Online / distance learning will continue to be preferred and encouraged.
* Students may attend schools / institutions only with the written consent of the parents. Attendance should not be imposed and should be entirely dependent on parental consent.
* Amusement parks to reopen from October 15.
* Business to Business (B2B) exhibitions will be allowed to open from October 15.
* Social / academic / sports / entertainment / cultural / religious / political functions and other congregations were previously allowed with a maximum limit of 100 people, outside the containment zones. Now, state / UT governments can allow such meetings beyond the 100 limit after October 15.
* In closed spaces a maximum of 50% of the capacity of the room will be allowed, with a ceiling of 200 people. The use of face masks, the maintenance of social distancing, the provision of thermal scanning and the use of hand washing or disinfectant will be mandatory.
Containment zones
* Strict enforcement of the lockdown will continue in the containment zones until October 31.
* The containment zones will be demarcated by the district authorities at the micro level after taking into consideration the government guidelines with the aim of effectively breaking the chain of transmission of Covid-19.
