MHA Issues Unlock 4 Guidelines: What’s Allowed, What’s Not


The Interior Ministry issued the ‘Unblocking 4’ guidelines on Saturday to further stimulate the economy and contain the spread of Covid-19. The lockdown will continue to apply strictly in the containment zones until September 30.

This is what has been allowed since September:

-The railway subway will be able to operate from September 7 in a staggered manner.

-There will be no restriction to the interstate and intrastate movement of people and goods. No separate electronic permission / approval / permission will be required for such moves

-The National Directives for the management of Covid-19 throughout the country will be followed, while ensuring social distancing. Stores must maintain adequate physical distance between customers. MHA will monitor the effective implementation of the National Directives

-Social / academic / sports / entertainment / cultural / religious / political functions and other congregations will be allowed with a limit of 100 people, starting September 21

-Students in classes 9 to 12 may visit their schools, in areas outside the Containment Zones only, on a voluntary basis, to receive guidance from their teachers. This will be subject to the written consent of your parents / guardians.

-The institutions of higher education will be open only to academic researchers (Ph.D.) and graduate students of technical and professional programs that require laboratory / experimental work. These will be allowed by the Department of Higher Education (ME) in consultation with the MHA, based on the assessment of the situation and taking into account the incidence of COVID-19 in the States / UT.

-State UTs can allow up to 50% of teaching and non-teaching staff to be called to schools for online teaching or tele-counseling related work.

-Training in skills or entrepreneurship will be allowed in the National Skills Training Institutes, Industrial Training Institutes (ITI), short-term training centers registered with the National Skills Development Corporation or State Skills Development Missions or others Government of India ministries or state governments.

This is what remains off limits in ‘Unlock 4’:

-All activities, except the following, will be allowed outside the containment zones: (i) Movie theaters, swimming pools, entertainment parks, theaters (excluding outdoor theater) and similar places. (ii) International passenger air travel, except as permitted by MHA.

-State / UT governments will not impose any local blockades (state / district / subdivision / city / village level), outside the containment zones, without prior consultation with the central government

-Schools, colleges and other educational institutions will remain closed until September 30

-Vulnerable people, that is, people over 65 years old, people with comorbidities, pregnant women and children under 10 years old, must stay at home, except to meet essential requirements and for health reasons.

-The blockade will continue to be strictly implemented in the Containment Zones until September 30, 2020. The Containment Zones will be demarcated by the District authorities at the micro level after taking into consideration the MoHFW guidelines in order to effectively break the transmission chain. Strict containment measures will be applied in these containment zones and only essential activities will be allowed.

Within containment zones, strict perimeter control will be maintained and only essential activities will be allowed.

These Containment Zones will be notified on the websites of the respective District Collectors and by the States / UT, and the information will also be shared with the MOHFW.
