NEW DELHI: For the first time since it was introduced in 1993, Lok Sabha Speaker Om Birla has ordered a full review of the committee system that examines the programme and Budget proposals for important policies of the government, and sought an opinion on whether there was a need for changes in the way in which panels operate.
