Last year, Microsoft decided that the 2019 second update would be a minor update, delivered as a cumulative update, we were asked to sync Windows 10 and Azure in terms of development.
This was supposed to be a unique case, and Microsoft was expected to continue rolling out 2 major updates each year.
However, based on the latest rumors, it appears that history may repeat itself, as Windows 10 20H2 may also end up being a minor update.
This is according to Mary Jo Foley of ZDNet, who usually has her ear on the ground. She writes:
Microsoft has been testing new features and updates with its Fast Ring testers that may or may not go into the Windows 10 / 20H2 / “Manganese” build. Officials have not said if 20H2 will be a minor / cumulative update feature update to 20H1, the way 1909 went to 1903, but my contacts said that it is currently the intention of the team.
As this news is not yet official, we cannot say what are the reasons for the change, but Microsoft has recently been working to decrease the workload of network administrators, and a minor update to Windows 10 in the second half of the year will reduce work of Microsoft developers and also of end users and administrators.
Windows 10 20H2 was expected to continue the work of gradually removing the old control panel, bringing numerous configuration enhancements, file browser changes, and many other small changes. It is unclear whether a change to a smaller update in the second half of the year will mean that these improvements will be delayed.
