Congressional leader Kapil Sibal lashed out Wednesday at Union Interior Minister Amit Shah for his comment on the “Gupkar gang” and asked him if the alliance between the Bharatiya Janata Party (BJP) and the Democratic Alliance Popular (PDP) was going to “bring back terror” in Jammu and Kashmir.

On Tuesday, Amit Shah had said that the People’s Alliance Declaration for Gupkar wants foreign forces to intervene in Jammu and Kashmir, adding that people in India will no longer tolerate a “global unholy Gathbandhan“against the national interest.

On Twitter, Shah had asked the head of Congress, Sonia Gandhi, and the party leader, Rahul Gandhi, if they supported the People’s Alliance Declaration for Gupkar, which he said insulted the Indian tricolor.
The interior minister said that “Congress and Gupkar’s gang want to bring Jammu and Kashmir into the age of terror and turmoil.”

However, the general secretary of Congress, Randeep Singh Surjewala Surjewala, clarified that “the Congress party is not part of the Gupkar alliance or the People’s Alliance for the Gupkar Declaration.”
In 2015, the BJP entered into an alliance with the PDP after no party could obtain a majority in the 2014 Assembly elections. However, in 2018, the BJP withdrew from its coalition government with the PDP.
The parties, including the National Conference, the PDP, the Peoples’ Conference and the CPI (M), formed the People’s Alliance for the Gupkar Declaration and are fighting together in the inaugural District Development Council (DDC) elections.
While Farooq Abdullah was elected chairman of the People’s Alliance for the Gupkar Declaration, Mehbooba Mufti was elected to play a vice-chair role.
On October 24, the leader of the National Conference, Omar Abdullah, had said that the PAGD had been formed to ensure that the rights of the people of Jammu and Kashmir and Ladakh are restored. “All united to restore the position prior to August 5, 2019,” he added.
The DDC polls will be conducted in Jammu and Kashmir in eight phases between November 28 and December 19, with the vote counting taking place on December 22.
